The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision-making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

The Mission

We're rebuilding how 330 million Americans access public health information while increasing trust. For a highly visible federal agency, we're replacing a static, decades-old web experience with AI-powered features, engaging data visualizations, personalization, and a mobile-first platform that surfaces health content to meet modern engagement expectations.

You'll be the technical leader writing code, making architecture decisions, unblocking people, and owning the technical quality of a transformative site. This is a hands-on leadership role where you're in the codebase daily and setting the technical standard your team follows.

The site will align with the White House National Design Studio ethos where consumer-grade polish is the standard. If you've shipped products that people love using and you want to do that at national scale, you will fit this role well.

Primary Responsibilities:

As an Technical Lead, you will be responsible for working with leadership to shape the technical direction of the program, while gaining exposure into people management. An Technical Lead is a people manager, leader, and mentor with the ability to cross-functionally lead program delivery. You are an emerging subject matter expert that is developing the skills to successfully lead through team members and effectively communicate and execute against program and organizational objectives. In this role, an Technical Lead will support leadership in partnering with peers to meet delivery requirements. Primary expectations of an Engineering Lead include:




  • Own the technical architecture end-to-end. Preferred stack experience includes Next.js frontend, headless CMS integration layer, AI-powered search, Cloudflare edge delivery, Azure hosting.



  • Write production code daily. Set patterns in the codebase that the team follows. Conduct code reviews that raise the bar.



  • Define and enforce the API contracts between teams so they can build in parallel without blocking each other.



  • Make fast, informed technology decisions under deadline pressure. You'll choose tools, resolve technical disagreements, and own the tradeoffs.



  • Collaborate with the UI/UX Design Lead to ensure the frontend implementation matches the design intent for animations, transitions, responsive behavior, the details that make it feel like a consumer product.



  • Partner with the data experts on integrating the AI/NLP search layer into the frontend, including streaming responses, citation rendering, and fallback experiences.



  • Drive performance optimization for millions of users following Core Web Vitals.



  • Work with the security experts to ensure the architecture is secure, documentable, and deployable



  • Ship on fast deadlines in a high visibility space.




Basic Qualifications:




  • Bachelor's degree and 10+ years of profession experience in software delivery and strategy



  • 2+ or more years of people management experience, responsible for defining expectations for team operations and performance management;



  • 4+ years experience directing assignments for cross-functional team



  • Experienced with government contracting requirements and regulations



  • Extensive experience with people management, software development, customer interactions, formal and informal communication, and mentorship



  • 10+ years of professional software engineering experience with at least 2 years in a technical lead role on a product team.



  • Deep, production-level expertise with tools and languages like React, Next.js (App Router), and TypeScript. Have opinions about them.



  • Experience shipping consumer-facing web products at scale. You've launched something real people used and you can point to it.



  • Hands-on experience with modern CSS (such as Tailwind) and responsive, mobile-first development.



  • Experience with headless CMS architectures: consuming content APIs (WordPress, Drupal, Contentful, or similar) and building the integration layer.



  • Working knowledge of cloud platforms (Azure preferred; AWS or GCP transferable) and edge/CDN platforms (Cloudflare preferred).



  • Experience integrating AI/ML features into production web applications. This includes LLM APIs, search interfaces, streaming responses, RAG architectures.



  • Demonstrated ability to lead a team through a high-visibility product launch with a hard deadline. You've been the person responsible for making it happen.



  • Strong communication skills. You'll interface with non-technical stakeholders, explain tradeoffs clearly, and advocate for your team's needs.





Preferred Qualifications:




  • Experience with Cloudflare Workers, Pages, or similar edge compute platforms.



  • Familiarity with WCAG 2.1 accessibility standards and building accessible interactive components.



  • Understanding of federal or government technology projects.



  • Experience with vector search, embeddings, and semantic retrieval systems.



  • Background in health technology, content-heavy platforms, or information retrieval systems.

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
