GENERAL STATEMENT OF JOB
This is the second of two levels in the Water Operations Division Management series and is the direct supervisor of the Water Operations Division Assistant Manager. The Water Operations Division Manager supervises and manages all aspects of the city's water infrastructure including the Water Treatment Plants, Water Distribution System, and Water Construction. The Water Operations Division Manager is personally held responsible for assuring compliance with all federal, state, and local regulations. Responsibilities will include; insuring regulatory compliance, budget development, forecasting and monitoring revenues and/or expenses, managing various projects; implementing new systems and policies; developing and implementing internal procedures; representing the assigned function to internal and external stakeholders; developing training materials and exercises; writing and evaluating bids; and preparing operational financial reports and delegating work to subordinate management staff.

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions:

  1. Manages staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.

  2. Manages the day-to-day operations in the assigned area of responsibility, which includes planning and coordinating projects and processes; developing and coordinating work plans; inspecting in-progress and completed work to ensure conformance with established standards; and monitoring compliance with applicable Federal, State, and Local laws, regulations, codes, and/or standards.

  3. Participates in the development of a functional budget, which includes submitting recommendations for future budget planning, forecasting, and monitoring revenues and/or expenses, preparing related financial reports, and performing related duties.

  4. Develops and implements the short and long-term plans, goals and objectives for the operation, maintenance, development, and growth of the respective division; prepares and administers operational and capital budgets.

  5. Prepares and maintains a variety of operational records, reports, plans, maps, and related information; reviews and approves contractor work, invoices, and as-built drawings.

  6. Monitors projects to ensure they are accomplished to specification and within budget allocations; responsible for developing bid specifications and evaluating RFPs and bid submittals, etc.

  7. Research new technologies to utilize within the Water Division.

  8. Performs other related work as required.


Typical Qualifications

MINIMUM EDUCATION AND TRAINING

Education and Experience:

  • Bachelor's Degree in a course of study related to the occupational field is preferred but not required.

  • High school graduate or GED equivalent.

  • Ten (10) years of progressive experience in the area of assignment, including seven (7) years of supervisory experience.

  • An equivalent combination of education and experience sufficient to perform the job's essential duties.

Licensing and Certifications Requirements:
  • Possession of a valid Class D driver's license.

  • TN Grade 2 Water Distribution System Operator Certification.

  • TN Grade 4 Water Treatment Operator Certification.

PHYSICAL REQUIREMENTS:

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Standing: Particularly for sustained periods of time.

  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Visual ability 1: sufficient to perform an activity like preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

  • Visual ability 4: sufficient to operate motor vehicles and/or heavy equipment, both day and night.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
