Overview

PURPOSE STATEMENT:
The Supervisor, New Service Installation plans, coordinates and directs activities and personnel involved with new residential and commercial gas services for utility and non-utility accounts and will be subject to on-call 24/7.



Responsibilities

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

    Responsible for developing, training and overseeing direct reports along with reviewing, planning and prioritizingwork requirements, tasks and projects to fulfill daily new service installation operations.
  • Serves in a lead role during the planning, construction, and turnover phases, working closely with Managers and/orDirectors on larger initiatives.
    • Collaborates closely with Operations Superintendent, Construction, LPG Delivery, Sales, Engineering,installation crews, customers, external contractors to ensure the smooth and organized progression of eachproject - including coordination with other departments as needed.
    • Supervises inter-department processes and workflows involving new service installations and initiateschanges as necessary.
    • Provides technical support for design and construction, installation and maintenance of service lines, pipingand meters to ensure it follows applicable codes (Federal, State and Local) and Companies policies,procedures and Operations & Maintenance (O&M) standards.
  • Prepares, identifies and informs of cost estimates regarding construction, tank installations, piping and meterlocation with the customer. Other duties include but are not limited to:
    • Schedules installation with customer and company resources.
    • Ensures that all necessary resources, equipment, and materials are available to complete the job efficiently;and coordinates and requests for specialized parts, equipment, and support services as needed.
    • Interfaces with customer and operations on relocations, abandonment and/or maintenance of gasequipment.
    • Creates capital projects in financial system.
    • Coordinates with government/regulatory agencies as required.
  • Evaluates project status reports submitted by project staff or contractors and revises schedules or plans as needed.
  • Responds to and mitigates tank leak incidents.
  • Coordinates barge and foreign ship personnel across all islands.
  • Approves contractor invoices.
  • Performs post-installation audit.
  • Serves as the main point of contact for the resolution of customer issues and/or technical guidance.
  • Creates standards, guidelines, and work processes that helps the organization operate efficiently and profitably.
  • Defines project objectives, including required staffing and the preparation and submission of capital and operatingbudgets.
  • Partners with Operations Superintendent and Human Resources on hiring, promotions, disciplines, and otherpersonnel action of or pertaining to employees; performs Step 1 of the grievance procedure in the CollectiveBargaining Agreement.
  • Reviews and approves timesheet and time off requests.
  • Assists the Operations Superintendent in implementing department goals and objectives.
  • Coordinates with EH&S on technical training programs and maintains records of all training conducted.

OTHER FUNCTIONS/RESPONSIBILITIES:

  • Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, toinclude the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
  • Complies with all applicable corporate and Hawaii Gas policies and procedures.
  • Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties asrequired and/or instructed. Works in a safe and responsible manner.
  • Performs all other related duties as instructed by supervisor/manager.


Qualifications

Required Education:

  • High school diploma or GED.

Required Work Experience:

  • Two years of construction industry experience or related work experience.
  • Specialized knowledge of CFR 49 Part 191, 192, NFPA 54 and 58, gas sections of county plumbing code, OSHA andCompany emergency response procedures; distribution Operations & Maintenance (O&M) Manual; countypermitting process and requirements, and PUC rules and tariffs.
  • Proficient in the use of MS Office suite of tools (Outlook, Word, Excel, Access, and PowerPoint).

Required Licensure, Certification, Registration or Designation:

  • A valid Hawaii driver's license.
  • Must obtain a Hawaii Driver's CDL, Type B license with Hazmat endorsement within 12 months of hire/transfer.

Preferred Education:

  • College degree in a related field.
  • Two years of Liquefied Petroleum Gas (LPG) operations experience.

Preferred Work Experience:

  • Two years of supervisory/lead experience.
  • Experience in a Union environment.
  • Specialized knowledge of National Electric Code.
