Job Summary
The incumbent is part of the Finance Department, Patient Revenue Division - Revenue Integrity Enterprise Services Unit and responsible for solution execution of enterprise-wide business processes and integrated applications related to CDM and Charge Capture as part of RI Program. Oversight of operations related Charge Capture and CDM, will meet with the clinical leaders, physicians, decision-makers, systems owners, and end-users to define, develop and implement operational business systems and technologies used by integrated cross-functional teams. Responsible for oversight of charge capture and CDM implementation projects, and facilitates dialogue between all external departments (Coding, Billing, IT, Clinical Service Lines, Compliance, etc.), including aiding in maintaining systems, processes and workflows, for the timely and accurate recording of hospital and professional revenue regarding charge capture. Includes ownership of charging policy and workflow design for all external Clinical Service Lines.
Revenue Integrity CDM & Charge Capture Manager must have minimum 5 years of experience with managing revenue cycle functions, a high degree of knowledge in the overall revenue integrity best practice, industry standards, practices and be recognized to have expertise in revenue cycle areas. Critical thinking 'outside the box' and problem solving is frequently required, along with in-depth analysis of unique issues/problems without precedent and/or structure. Manager works with internal departments and external workgroups to formulate strategies, carry out process improvement, administer policies, processes, and resources, functions with a high degree of autonomy. Collaborates and involves revenue cycle functions for the healthcare enterprise, including system billing, reporting and support. Leads audits and quality assurance by clinical service lines/department related to coding/charging performance on ongoing basis and various other criteria defending UCDHS revenue cycle integrity. Such activities may include collaboration with RC managers related to under payments, denials and write-offs. Impacts processes to include charge capture, documentation and coding, data entry, billing, and contract management. Provides expert analysis and reporting of charge capture, CDM, and overall revenue performance; identification and tracking of issues related to Charge Capture overseeing interaction between Revenue Integrity Domains to maximize revenue and increase efficiency. Oversight and leadership of RI CDM and CC domains operations, lead complex analysis, heavy collaboration with other operational areas including, Finance, Compliance, IT, clinical service lines and payor contracts, a high level of independence and creativity, advanced analytical skills and problem- solving skills, with the ability to evaluate the effectiveness of workflows and systems in revenue cycle program areas, to identify weaknesses and develop innovative solutions and process improvements, sound judgment, as well as organizational and priority setting abilities.
Manager is responsible for personnel management which may include hiring, ongoing training, work assignment, performance appraisal, staff development, meritorious awards and disciplinary action, including dismissal, if necessary, of all staff assigned. Establishes and participates in the department wide goals, budgets, directs resources and delegates projects. Responsible for development and implementation of quality improvement practices and productivity standards. Provides leadership to subordinate staff and develops a culture of teamwork and collaboration. Designs and modifies workflows to ensure efficiency and revenue cycle best practices. Maintain an up-to-date advanced knowledge of the rules and regulations affecting the health care delivery system so as to successfully negotiate with and respond to private insurance companies, county, state and federal agencies/intermediaries.
Develops and maintains controls and management systems to assure a proper safeguard of receivables. Has significant responsibility to achieve broadly stated goals through subordinate supervisors and technical employees. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines strategies for a program with organization-wide impact. Oversees the development of training goals, plans, and materials in various revenue cycle areas to ensure departments maintain compliance with coding and procedures. Coordinate revenue cycle activities across UC Davis Health. Assure that all patient inquiries are handled in a prompt and professional manner. - Bachelor's degree in a related field or equivalent combination of experience, education or training.
- Minimum 5 years of experience with managing revenue cycle functions
- 5-7 years of Revenue cycle leadership experience.
- Expert knowledge of healthcare revenue cycle operations, concepts, and policies and their impact throughout the organization, with an in-depth understanding of related functions and issues, including coding, registration, billing, reimbursements, aging accounts, contractual adjustments, and charge capture. Expertise in using Epic PB/HB Resolute as well as a subject matter expert level and Epic Resolute ADT experience. Excellent skills in project management and in developing strategic plans, building staff competencies, managing staffing and resources, organizing operations, understanding and improving workflows, and fiscal management. Excellent leadership and managerial skills, with the ability to create and maintain a goal-oriented climate of teamwork and cooperation across departments for effective problem solving, conflict resolution, support for organizational values, and consistent achievement of targets and objectives. Excellent analytical, critical-thinking, organizational, and business process optimization skills, with the ability to quickly troubleshoot problems and apply complex analytics to identify and implement effective solutions. Excellent ability to collaborate with senior management to develop and implement new strategic plans and budgets. Ability to provide sound metrics on revenue cycle management current status and progress towards goals. Excellent interpersonal and communications skills to prepare and present reports and analyses, and to convey complex information clearly and concisely to all levels of staff and management. Excellent ability to motivate, influence, and persuade others, and to cultivate a strong commitment to efficiency, functionality, and quality customer service. Thorough knowledge of metrics, analytics, and data synthesis in healthcare revenue cycle management and their use to identify trends, produce reliable forecasts and projections, and create reports, dashboards, and presentations. Thorough knowledge of information technology specific to healthcare revenue cycle management and related functions, including software, hardware, tools, techniques, and systems.
