osition Description:
Manage DiversityAssured (DA) operational functions and client support for contracted Civil Rights services including XBE (for all manner of certified firms, including and not limited to, Disadvantaged, Minority, Women, Veteran Owned businesses and other entities) and Workforce participation. Manage DA projects and staff responsible to assist and/or monitor client activities necessary for compliance with statutory, regulatory, and contractual requirements.

Essential Duties & Key Responsibilities:
Guide and direct DiversityAssured (DA) Operations team in daily activities including and not limited to, XBE/Workforce Outreach and Capacity Building, XBE/Workforce Good Faith Efforts, Compliance Services, and training.
Create DA program marketing materials and support development of program web-based content.
Leverage subject matter expertise to develop content, curriculum, and deliver in-depth internal staff training specific to regulations and client obligations for delivery of successful projects.
Develop targeted training for specific content sharing (e.g., XBE training, bonding and insurance, capacity building, prevailing wage) for external stakeholders.
Manage and maintain compliance software recordkeeping and reporting activities; serve as in-house subject matter expert with client software tracking (e.g., Equitable Business Opportunity (EBO)).
Develop content, curriculum, and deliver software training for staff and client utilization for tracking XBE and Workforce participation.
Partner with stakeholders to identify contract-specific needs for outreach activities and events to engage with XBE/Workforce organizations in alignment with project opportunities.
Provide capacity building, training, and education to certified firms and support their certification efforts.
Conduct Good Faith Efforts and solicit XBE/Workforce participation from appropriate community.
Develop contract-specific checklists and manuals for XBE compliance, regulatory reviews, onboarding trade partners, managing participation plans, waiver support, Commercially Useful Function (CUF) site visits, recordkeeping, and reporting.
Manage, review, revise and complete, submission of XBE and Workforce utilization plans.
Develop contract-specific checklists and manuals for Workforce compliance, regulatory reviews, apprenticeship, utilization reporting, applications, Prevailing Wage interviews, and recordkeeping and reporting.
Collaborate with Business Development, Marketing, Estimating, and Procurement to develop responses for Request For Proposals (RFP).
Establish and manage collaborative working relationships with project stakeholders, clients, and prospective clients.
Participate in hiring process, onboard and deliver timely performance feedback for direct reports, conduct contribute to performance appraisals during annual performance cycle, utilize talent management systems, and identify appropriate training to help with development needs.

  • Qualifications:
    Bachelors' Degree (or advanced degree) from accredited degree program in Risk Management, Compliance, Construction Administration, Construction Management, or related field and minimum of 8 years of experience, or equivalent combination of experience, training, and experience
    Construction or related service industry experience preferred
    General knowledge of construction processes and procedures
    Management experience with ability to influence others that are not direct reports
    Subject matter expertise to review, investigate, and evaluate compliance with Equal Employment Opportunity (EEO) laws, rules and regulations
    Extensive experience in planning, development, implementation, and review of workplace diversity programs
    Thorough knowledge of supplier diversity procedures to develop and administer programs designed to facilitate diverse participation in XBE/Workforce in public and private sector
    Proficient experience developing and managing metrics, analytics, and progress reporting
    Project management experience, adept at managing multiple complex projects and tasks successfully to completion
    Advanced presentation skills with professional presence and written and verbal communication skills
    Exhibit leadership, relationship building, and interpersonal skills able to engage across organizational levels
    Flexible to adapt to competing demands, and work in non-structured environment and with multiple project teams
    Demonstrate sound judgment, analytical thinking, and problem-solving skills
    Familiar with continuous improvement principles, methods, and tools
    Proficient computer skills and Microsoft Office suite of applications
    Familiar with XBE, Workforce, EEO reporting, and payroll applications
    Travel required
