The Position

The Senior Engineering Designer is responsible for implementing East Bay Municipal Utility District's (EBMUD's) pipeline design program and will work on a number of projects involving the collection of data and preparation of design sketches, field reconnaissance, material lists, cost estimates, survey, planning, utility requests, and other related information. This position will have significant and frequent contact with EBMUD personnel, local public agencies, developers, and contractors.

The Senior Engineering Designer coordinates, assigns, schedules and reviews the work of Engineering Designers who perform engineering duties required to prepare estimates and to design water main extensions for new customers, improvements, relocations, recycled water, and replacements of water mains, large services, fire hydrants, and related facilities. Individuals in this class work closely with Engineering Designers and Associate Civil Engineers on the more complex assignments and perform routine duties of the lower-level class on a regular basis, depending on the workload of the Pipeline Infrastructure Division.

Typical duties include:

*Overseeing the implementation of engineering design projects and programs including preparation of budgets, assignments, and schedules.

*Tracking projects and reports on status, monthly.

*Assigning, coordinating, scheduling, and reviewing the work of Engineering Designers and Drafters; training new employees in work procedures.

*Reviewing the sketches, material lists, designs, and cost estimates for design aspects and accuracy; obtaining or making corrections or revisions as appropriate.

*Requesting the preparation of drawings by Engineering Designer I/IIs; reviewing final drawings for completeness and accuracy.

*Coordinating design-related activities with engineering, drafting/designing, and surveying personnel and with representatives of other agencies.

*Working closely with Engineering Designers and Drafters on the more complex assignments by visiting the site, conferring with others, and making problem-solving decisions.

*Designing pipeline facility improvements, in plan and profile; making sketches; preparing material lists, cost estimates, and work authorizations.

*Conferring with EBMUD personnel and representatives of other agencies and/or developers to secure information and resolve problems regarding existing and proposed facilities, including underground facilities which could affect existing EBMUD facilities or the design of EBMUD facilities, such as pipelines.

*Conferring with representatives of fire departments to select sites for installing or relocating fire hydrants.

*Conferring with construction supervisors and inspectors; altering plans as required when unanticipated obstacles occur during work, including pipe installation.

*Assisting in processing applications for annexation by obtaining such data as the kind and size of existing water mains and other utilities in the area concerned, estimating their value, and estimating the cost of new mains necessary to serve the area.

*Leading, planning, training, and reviewing work of staff responsible for producing computer-aided design and drafting (CADD) generated engineering drawings, monitoring the work of Engineering Designers and Drafters to ensure compliance with EBMUD CADD standards.

*Participating in the development and maintenance of CADD system and software including development of CADD techniques to improve efficiency; participating in selecting major computer hardware and software equipment.

*Entering data into automated or computerized work management systems.

*Performing other related duties and responsibilities as required.

The salary range is $11,344 per month, increasing to $11,911, $12,507, $13,132, and $13,789 after 6, 18, 30, and 42 months, respectively.

Requirements

1.Completion of the twelfth grade or its equivalent; and

2.One of the following:

a.One year of experience as an Engineering Designer I/II with EBMUD.

b.Three years of experience directing a crew or inspecting pipeline, facilities, or water/wastewater treatment systems construction work.

c.Two years of experience as a member of a pipeline location survey crew operating survey instruments.

d.Two years of water/wastewater system inspection experience.

e.Five years of experience in any or a combination of designing, drafting, mapping or field recording of facility and pipeline installations.

3.Must possess a valid California driver's license and have a satisfactory driving record.

Must possess the physical characteristics to perform the critical and important duties of the class. Must be able to work outdoors in a variety of weather conditions. Must be willing to work overtime as needed.

The most competitive candidates will demonstrate previous experience, skills and abilities in using GIS, MicroStation, AutoCAD, and other CADD software applications; excellent written and verbal communication abilities, lead and staff oversight experience, and strong organizational skills.
