Job Description

We have an opening for a Facility Electrical Design Engineer, System Manager role. This work will take place on NIF and NIF support facilities within the National Ignition Facility & Photon Science (NIF&PS) Directorate, home to the world's most energetic laser. It is an exciting time to join the team that achievedfusion ignition in December 2022 (as well as multiple subsequent times), a historic moment in science, opening up new physics regimes and setting the stage for new fusion energy possibilities.

You will be working closely with a team of project managers, engineers, designers, and technicians engaged in facilities projects and mission critical maintenance and operations of systems supporting NIF. You will also contribute to the design and development of new system upgrades to continually improve system performance and reliability. Responsibilities will encompass the entire asset lifecycle from requirements development, design, vendor sourcing and fabrication, installation, commissioning, operations support, maintenance, refurbishment, and eventual decommissioning. This position is in the Laser Science Engineering Organization (LSEO), within the Engineering Directorate.

This position will be filled at either levels based on your knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

In this role, you will

  • Work under limited direction with moderate responsibility, use comprehensive knowledge, and exercise independent judgment to determine methods and recommend improvements within established frameworks and contribute to the fulfillment of project and organizational goals.
  • Contribute as a member of a multi-disciplinary team of mechanical, electrical, architectural, and civil disciplines for design and construction, providing solutions for lighting and power distribution for offices, research, and industrial facilities.
  • May act as the primary point of contact for asset management of one or more assigned systems; responsible for preventive, predictive, corrective, and reactive maintenance, and operations, upgrades, and system expansion projects.
  • Contribute to the fulfillment of requirements and integrate multidisciplinary designs using CAD tools, design reviews, detailed design processes, part fabrication, system assembly, and testing, and incorporate input as necessary from broadly defined instructions while interfacing with a various group of stakeholders.
  • Perform calculations and prepare documentation including engineering safety notes, specifications, drawing packages, work orders and permits, and maintenance and installation procedures for projects of moderately complex to complex in scope.
  • Perform comprehensive Failure Modes and Effects Analysis on products, processes, and systems to identify potential failure modes, assess impact on safety, quality, and performance.
  • Participate in providing solutions by executing installations and commissioning, recommending maintenance improvements, and analyzing and acting on results in collaboration with a multidisciplinary team across internal and external Laboratory partners.
  • Contribute to daily NIF operations by providing technical support, troubleshooting issues, and collaborating in decision making to maximize system uptime. Generate and clearly communicate detailed project plans, schedules, and budgets.
  • Provide periodic off hours support for maintenance and response to off normal conditions in a 24/7 NIF operating environment.
  • Perform other duties as assigned.

In Addition, at the SES.3 Level

  • Function independently with minimal direction, taking significant responsibility and using advanced knowledge and judgment to establish objectives, prioritize parallel tasks, allocate resources, and collaborate in the development of innovative methods/technology to guide the completion of projects and contribute to the development of organizational goals.[CA1]
  • Provide solutions to resolve complex technical and programmatic issues which may not be well defined; use advanced methods, techniques, and evaluation criteria to analyze and evaluate results, and to contribute to the development and implementation of resolutions to meet operational requirements.
  • Independently guide the completion of projects, contribute to the development,and conduct advanced level technical tasks; act as primary technical contact while using creativity and innovation to provide solutions for a range of complex issues.
  • May oversee and mentor other personnel.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Electrical Engineering, or related technical field, or the equivalent combination of education and relevant experience.
  • California certificate of registration as a Professional Engineer (PE), or equivalent certification in another state.
  • Broad experience with, and comprehensive knowledge of, the full cycle of reliability engineering, manufacturing techniques, engineering hardware design, systems engineering, asset management, and defect elimination.
  • Broad experience with utilizing CAD tools throughout the design lifecycle, design processes, design reviews, and documentation.
  • Broad experience performing Failure Modes and Effects Analysis (FMEA), including identifying potential failure modes, assessing risk and criticality, recommending mitigations, and documenting results to improve system reliability and safety.
  • Experience working effectively in a multidisciplinary team environment.
  • Comprehensive knowledge with standard project management practices, including scope definition, scheduling, risk and issue tracking, resource coordination, and status reporting to ensure projects are delivered on time and within budget.
  • Proficient verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information.
  • Ability to work occasional off-hours for maintenance and response to off-normal conditions.

In Addition, at the SES.3 Level

  • Advanced knowledge of and experience with complex engineering and design, integration, and testing processes.
  • Advanced experience with utilizing CAD tools throughout the design lifecycle, design processes, design reviews, and documentation.
  • Advanced experience performing Failure Modes and Effects Analysis (FMEA), including identifying potential failure modes, assessing risk and criticality, recommending mitigations, and documenting results to improve system reliability and safety.
  • Advanced experience in standard project management practices, including scope definition, scheduling, risk and issue tracking, resource coordination, and status reporting to ensure projects are delivered on time and within budget.
  • Demonstrated ability to meet schedule and deliverables for multiple concurrent projects with a range of priorities, evolving requirements, and often not well-defined scope.
  • Experience independently leading teams, coordinating efforts across disciplines, and ensuring compatibility with interdependent systems.

Qualifications We Desire

  • Experience working on large-scale facility or equivalent system operations and maintenance.
  • Experience working in an environment with stringent safety and security policies.
  • Experience using power systems analysis software tools. SKM Power Tools preferred.
  • Experience using Computerized Management Maintenance System (CMMS) and Reliability Centered Maintenance (RCM).
  • Experience with NFPA 70, 70B, 70E, and UL, IEEE standards.

Pay Range:

$146,340 - $222,564 Annually

$146,340- $185,544 Annually for the SES.2 level

$175,530 - $222,564 Annually for the SES.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
