How will you CONTRIBUTE and GROW?
The Project Development Director is a key member of the Integrated Project Development Team (IPDT) together with the Lead Business Developer (BD) and the Engineering and Construction (E&C) Solution Developer. The purpose of this role is to develop large complex capital projects, including first of its kind type of projects with a particular focus to:
-Develop competitive winning solutions with the IPDT by brainstorming, providing input and pragmatic views, conducting cold eye reviews, challenging assumptions, driving competitiveness, and incorporating past project experiences, all while specifically ensuring customer and subsidiary requirements are considered
-Ensure the developed solution meets the investing subsidiary's technical and operational requirements
-Define and ensure proper execution of all local/owner's matters, including the basis of design, Site Data Sheet, Scope of work, permitting, and communication with local authorities and utility providers
-Accurately define the Outside Battery Limit (OSBL) and Owner scope and budget
-Act as the primary point of contact for all technical topics between the subsidiary's operating team, E&C, and external bodies
-Ensure that the CIMS (Capital Implementation Management System) governance is strictly followed
-Ensure the selected solution can be safely executed in line with the defined capital, schedule, and plant performance targets
-Drive a collaborative "one team spirit" among all IPDT members and stakeholders
Meet company safety requirements and ensure accident free conduct of all activities Meet company requirements as defined within BeActEngage framework Actively participate in the development of the project specification, integrating the customer needs, Business Unit requirements, corporate requirements, local procedures, and regulations or constraints
Responsible for the validation of the Project definition e.g. to formalize the needs/conditions in the Basis of Design and Site Data Sheet documents with the Lead BD and the E&C Solutions/Proposal Lead. Ensure that all local required information, procedures and regulations are reviewed and provided on time to the E&C Solution/Proposal Lead. Collaborate with the Lead Business Developer to determine the Target Capex to win the project
Actively participate in the elaboration of the solution with the E&C Leads and the Lead BD
Participate in the A Meeting, freezing the selected solution Reconcile conflicting viewpoints within the Business Unit Affiliate (if any) Validate the Design Authorities strategy (on each scope of work)
Prepare the Project Overall Execution Strategy scheme with E&C, including overall project scope breakdown & estimate of the overall investment according to LIMIR with E&C and the Affiliate Participate in the Risk and Opportunity Process (ROP) for Qualitative and Quantitative phases (PRI/PRA), jointly done with E&C and Lead BD
Proactively explore concepts and solutions as required affecting the project including but not limited to: budget, schedule, reliability, risk profile, human resourcing (if applicable), and overall competitiveness Key contributor and participant in the B meeting: Review, support and deliver an aligned overall scope, schedule and investment estimate to responsible signing authorities and affiliate Review consistency of proposals and contracts: Gas Proposal/Contract, Affiliate / E&C contract including technical and project components:
Review and validate the consistency between technical and commercial offers, overall project scope, project technical definition, permitting, project execution schedules and the overall project execution strategy
Responsible for ensuring CIMS compliance and governance, particularly with respect to Project Development Stage Gates
Support CPR-RIC document submissions and ensure that main risks, investment needs, and development needs are properly indicated at each gate Maintaining stakeholder awareness and alignment while ensuring that the IPDT works with a common mindset and aligned objectives to achieve the project success criteria Ensuring proper handover, documentation, and engagement for projects moving into execution
Development and Continuous Improvement
Mentor Project Development Managers and Senior Project Development Managers in their roles As a senior member of the project development team, be a role model exemplifying compliance with CIMS, quality and accuracy of the documentation produced and BeActEngage behaviors Take initiatives to continuously improve the methodologies, tools, efficiency and capability of the project development team and CIAm in general

Bachelor degree, Engineering/Technical 9+years experience in projects management and/or Industrial operations or equivalent in Process Industries Recognized leadership skills (results oriented, decision making, initiative taking, interpersonal skills, ability to work under a tight schedule) Experience in managing a large industrial production operation knowledgeable in Safety, Risk Management, Reliability, and Operational Excellence. Experience in managing LI sites is a plus. Experience in setting up / managing partnerships Strong understanding of CIMS & IMS, the Air Liquide project development process, and project management methods Experience in project execution strongly preferred Ability to effectively collaborate with multifaceted organizations, and especially with the following Air Liquide entities: WBL (EL, LI, H2E), Business Units (Pipeline, OCC, ...), CI , E&C Strong communication skills (concise and federating) Strong English skills required Ability to understand the various risks embodied in long term over-the-fence deals, especially contractual, country, customer and technical risks Strong stakeholder management skill set and experience Excellent management and negotiation skills and ability to interface in a diplomatic manner with a broad range of people Ability to develop the skills and talents of the direct and indirect employee(s). This includes coaching, onboarding and training of new hires Very solid Technical background in technical gasses production/ liquefaction and other core technical domains Facilitate problem solving, investigate and drive solution's definition and timely decision to optimise investment success Safety (both occupational and process safety) leadership skills Financial knowledge to contribute in optimising project profitability and decision making Understand of the applicable local government regulations Understand the key principles of operation team set-up
