Position provides full-time dedicated support to Missile Defense Agency (MDA) Space Capabilities program office in Schriever Space Force Base, Colorado Springs, CO.
MDA program offices develop, procure, and produce Missile Defense System (MDS) components (space systems, weapons, sensors, battle management, etc.).Program offices implement acquisition policy and processes for Agency procurements.Program offices are led by MDS element program managers, functional leads, and senior program office staff to comply with direction/guidance and acquire MDS capability. Program offices may be developing MDS capability simultaneously in several acquisition lifecycle phases from initial research and development to production phases.Program offices develop acquisition strategies to support overall MDS deliveries and report program execution status both internal and external to the Agency.
Duties & Responsibilities:
  • Position requires support for several major areas to include:
  • Program Integrator in the Space Capabilities Program at MDA.
  • Program Management activities. Direct support to the Civilian PM.
  • Present at senior level meetings and forums- represent the equities of the program.
  • Strategic planning, integrating technical, budget, cost, and schedule data.
  • Conduct budget planning, analysis of EVM data, and review of cost estimates:
  • Develop RFP packages and organize technical evaluations of contractor proposals:
  • Write strategic communications to internal and external stakeholders (Congress, CAPE)
  • Prepare planning documents to coordinate acquisition strategies within the MDS.
  • Review and provide analysis on various programmatic documents and products.
  • Prepare MDS program documentation and executive-level decision papers.
  • Prepare and staff actions for functional and technical review and comment; perform internal and external Agency coordination and reporting.
  • Support the preparation and execution of executive-level Boards.
  • Develop and prepare documentation to support activities to plan, coordinate and execute reviews of acquisition policy and documentation; daily, weekly, and monthly status updates and reports; and activities to develop and manage electronic tools used to create, store, retrieve and manage documents.
  • Support the preparation of "smart-books", and associated presentations products.
Requirements:
  • Bachelor's Degree and 15 yrs. total relevant experience; or Master's Degree and 12 yr's.
  • Expectation for on-site full-time.
  • Current Top-Secret Clearance (SCI eligible) required.
  • Prefer 7-10 years of experience in the MDA or Department of Defense (DoD) in Program Integration, Acquisition, Budget, or Program Management.
  • Knowledge of program management, system acquisition concepts, theories, principles, and standards.
  • Knowledge of the entire acquisition lifecycle process and governing laws, regulations, and precedents.
  • Working knowledge of applicable DoD acquisition directives to support the development of MDS acquisition policy, plans, processes, procedures, and guidance for MDS development and fielding.
  • Knowledge of missile system design, testing, and deployment is highly desirable.
  • Requisite expertise to advise staff on acquisition, assessment, and oversight.
  • Familiarity with acquisition program baseline management.
  • Possess knowledge of acquisition processes/activities required to support the evaluation of contract performance against the program baselines.
  • Staff action officer experience required to understand and anticipate requirements.
  • Experience in one or more program offices highly desirable.
  • Experience w/scheduling processes and tools; Proficiency in MS Office suite:
  • Outstanding written and oral communication skills are essential.
The pay range for this position is $115,0000/annually to $160,000/annually; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
