Job Summary - The Milwaukee County Public Safety Applications team is seeking a highly curious and growth-oriented individual who is passionate about delivering data products that drive strategic decision-making and exceed end-user expectations. The Public Safety Business Intelligence Analyst (BIS)/Application Analyst is responsible for supporting, maintaining, and optimizing technology applications used by public safety departments (e.g., Police, Fire, EMS). This role ensures that mission-critical systems such as Computer-Aided Dispatch (CAD), Records Management Systems (RMS), Medical Examiner systems, and other specialized applications operate effectively to support emergency response and law enforcement operations.


This position requires occasional on-call duties and after-hours work. Additionally, it may involve being on-site up to two days per week to provide client support.



Key Responsibilities:


Application Management:



  • Oversee the lifecycle of public safety applications.
  • Configure, customize, and maintain application settings based on agency requirements.
  • Support application integration initiatives.


Technical Support & Troubleshooting:



  • Provide Tier 1 and Tier 2 support for application issues.
  • Collaborate with vendors and IT teams to resolve technical problems promptly.


Training & Documentation:



  • Deliver training sessions and workshops for public safety personnel.
  • Maintain accurate documentation of configurations, processes, and troubleshooting steps.


Requirements Gathering & Testing:



  • Assists in the intake process of new data program initiatives and projects, including defining business goals, desired outcomes, user stories, and requirements


  • Work with stakeholders to gather and document software requirements.
  • Develop and execute test plans for new features, upgrades, and integrations.
  • Participates in the testing phases of development prior to User Acceptance Testing.
  • Support other departmental and organizational activities related to requirements gathering and testing.


Data Integrity & Reporting:



  • Ensure data accuracy and compliance with state and federal reporting standards.
  • Generate reports and dashboards for operational and compliance needs.


Continuous Improvement:



  • Recommend enhancements based on user feedback and emerging technology trends.
  • Monitor system performance and propose optimizations.
  • Provides production support for all data products provided by EDS
  • Participate in continuous improvement processes to advance the maturity of the EDS team and larger organization, including proactively identifying and learning about new technologies or opportunities to improve the work of the team.
  • Identify new opportunities and insights to make recommendations to the business.


Minimum Requirements:



  • Current resident of the State of Wisconsin.
  • A valid state of Wisconsin driver's license at time of hire and maintained throughout employment.
  • Associate's degree or above in Statistics, Mathematics, Economics, Computer Science/MIS, Engineering
  • 1-3 years of experience in Application support or IT systems administration:
  • Proficiency in SQL, SSRS reports, data management, user acceptance testing.
  • Excellent communication and training skills.



Additional/Preferred Skills:




  • Knowledge of Oracle Database.
  • Worked on Forensic Advantage.
  • Proven track record of efficiently learning and implementing new technologies on the job.
  • Strong analytical, critical thinking and problem-solving abilities
  • Proficiency in spreadsheet, reporting, and database tools (e.g., Excel, Access, other Microsoft Office applications)
  • Solid understanding of database structures, relational databases, and related concepts
  • Excellent listening and time management skills
  • Ability to communicate complex technical concepts to non-technical audiences in a clear and understandable manner.
  • Demonstrated aptitude and interest in working with complex situations/problems, systems, and processes.
  • Ability to work independently and within teams.
  • Ability to perform under pressure in critical situations.
  • Flexibility to meet organizational and departmental demands
  • Experience working an Agile development process using Jira to track sprints.
