Overview

TRC is seeking a skilled and motivated GIS Analyst III with expertise in managing ESRI Portal data and maps, while also contributing to traditional GIS tasks. The ideal candidate will have at least 5 years of experience using GIS technology to solve problems, deliver solutions, and support project needs. This role focuses on administering and optimizing ESRI Portal environments, including managing spatial data, web maps, and applications.


Responsibilities

Key responsibilities include curating ESRI Portal content, ensuring data accuracy, and developing web-based GIS solutions. The candidate will collaborate with project managers, clients, and GIS team members to deliver high-quality GIS services. The role also involves general GIS tasks, including creating maps, performing spatial analysis, and supporting data visualization. The GIS Analyst III will stay current with GIS advancements and lead efforts to implement innovative tools and workflows to enhance ESRI Portal functionality and GIS operations.


Qualifications

Successful candidate to possess a Bachelor's Degree and minimum five years of related GIS experience is required

Required GIS Competencies

Data Entry/Conversion: Able to convert data from multiple sources and formats (CAD, GIS, GPS, text, etc.) to a common format or common schema. Able to enter data into a database successfully with minimal errors. This includes editing said data as needs arise.

Cartography and Graphic Design: Able to express graphically, usually through maps, the features within a GIS.

Basic GIS Analysis: Able to utilize GIS applications to examine the locations, attributes, and relationships of features in spatial data through overlay and other analytical techniques to address a question or gain useful knowledge.

Geodatabase Development & Design / Data Models: Able to utilize GIS applications to build a GIS, i.e. data mining, geodatabase design, data conversion, etc. Able to define data requirements needed to support business processes within the scope of corresponding information systems in organizations.

Advanced GIS Analysis/Model Building/Visual Simulations: Able to utilize GIS applications to perform advanced spatial analysis or data conversion or manipulation. i.e. raster/surface manipulation, mosaic, modify and repurpose imagery for other software. Able to use applications and scripts to create automated geoprocessing workflows.

Able to perform visual simulations, renderings, and visual impact analysis using industry standard applications.

Application of GIS/Problem Solving: Able to translate client needs to solutions using GIS technology. Able to identify the best tool for the job based on experience and knowledge of what is possible.

GPS Device/Applications: Able to configure and troubleshoot various GPS devices and mobile data collection applications.

Web Applications/Services: Able to create map services and interactive web applications.

Required ESRI Portal Competencies

  1. Portal Administration:
    1. Setting up and configuring ArcGIS Enterprise Portal.
    2. Managing users, roles, and permissions within the portal.
    3. Monitoring and maintaining the health of the portal.
  2. Content Management:
    1. Publishing and managing web maps, layers, and services in the portal.
    2. Organizing and sharing content using groups and categories.
    3. Managing hosted feature layers and tile layers.
  3. Web GIS Development:
    1. Creating and configuring web applications using Web AppBuilder, Experience Builder, or other ESRI tools.
    2. Customizing web applications using JavaScript API for ArcGIS.
  4. Integration and Interoperability:
    1. Integrating ArcGIS Portal with other ESRI products (e.g., ArcGIS Pro, ArcGIS Online).
    2. Configuring and managing federated servers.
    3. Understanding of REST API for ArcGIS Server and Portal.
  5. System Maintenance:
    1. Performing updates and patches for ArcGIS Enterprise components.
    2. Troubleshooting and resolving issues related to the portal.
  6. Automation and Scripting:
    1. Using Python (ArcPy, ArcGIS API for Python) to automate tasks in the portal.
    2. Writing scripts for bulk data uploads, user management, and content updates.
  7. Knowledge of ESRI Ecosystem:
    1. Familiarity with other ESRI products like ArcGIS Online, ArcGIS Pro, Survey123, and Collector.
    2. Understanding of ESRI licensing and deployment model.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
