General Description
Performs complex professional and administrative work in the planning, coordination and administration of the countywide emergency management program.
Works under general supervision, independently developing work methods and sequences.
This position has assigned responsibility for the County's training and exercise program, including FEMA, State, and County-level requirements. Work assignment involves project management, strong writing and reporting skills, data analysis, follow up on deficiencies and current status tracking. The position may be assigned to plan for and execute the following tasks:
* Coordination of in-person, virtual, and hybrid trainings for County staff and various whole community stakeholders.
* Management of Broward County's Integrated Preparedness Planning Process.
* Maintaining training calendars, monitoring course rosters, and ensuring instructor recruitment and coordination.
* Tracking all training records and National Incident Management Team compliance.
* Full Homeland Security Exercise & Evaluation Program (HSEEP) compliant design, development, conduct, and evaluation of exercises.
* Development of customized curriculum, and conduct customized presentations, trainings and workshops for stakeholders.
Serve in EOC as Command or General staff position i.e., Planning Section Chief, Resources Unit Leader, Liaison Officer, etc.
Work on projects as assigned in the Special Projects Section including components for operational readiness and WebEOC training. Subject to recall during disasters and other emergencies. Work on weekends, holidays and shift work may be required during emergency and/or disaster situations.
Receives, stores, maintains, and utilizes written materials and equipment necessary for emergency planning, preparedness, response, and recovery to disaster situations.
Strong written, verbal and interpersonal communication skills with demonstrated ability to effectively communicate to and with diverse range of stakeholders.
Experience in managing a major aspect of emergency response in an Emergency Operations Center setting is highly beneficial.
Perform other duties as assigned.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business, liberal arts, or any other degree related to Emergency Management.
(One year of relevant experience may be substituted for each year of required education.)
Requires two (2) years in emergency management planning in the area of training and conducting exercises in an Emergency Management Agency or closely related experience.
Special Certifications and Licenses
Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
Ability to pass a Homeland Security background check (not classified).
Completion of incident command courses within six (6) months of hire: FEMA ICS-100, 200, 300, 400, 700 and 800.
