Primary Responsibilities HDR is looking for a due diligence and planning program manager that is experienced with site selection, land development due diligence and master planning and is passionate about working for many of the world's largest tech companies. The primary duties of this role are to lead a due diligence and planning program with multi-disciplinary teams that deliver site selection, fatal flaw analysis, due diligence, and master planning projects for mission critical datacenters and other large, advanced technology facilities. The program's typical projects would be the evaluation and development of a large (>100 acre) greenfield campus where time-to-market and schedule are critical. Disciplines this candidate will need to effectively oversee include project managers, planners, utility engineers providing power, natural gas, fiber, water, and wastewater evaluation, site development civil engineers who provide test fits, plan for wet-dry utilities, grading, drainage, and work through the regulatory entitlements proc In addition to leading the due diligence and planning program, this person will also be expected to manage projects and support our overall client management activities. The ideal candidate should possess and maintain knowledge of regional and national due diligence, site planning and land development market trends as well as a strong understanding of the unique needs of datacenters and advance technology projects. Specific responsibilities:
- Develop and maintain program tools for governance, staff onboarding, forecasting, KPI tracking, resource allocation and hiring.
- Develop and maintain program templates, tools, and collaboration sites aimed at creating a consistent and efficient program.
- Direct project staff and lead site selection, due diligence and master planning efforts as a program leader and/or project manager.
- Provide project and task management; conduct difficult to complex process engineering for both projects and proposals; collect, assimilate, and present data in reports; and lead preparation of planning documents, engineering plans and specifications for design of major land development projects.
- Provide project and task management while leading and executing complex tasks for both proposals and projects. Collect, assimilate, and present data in reports, planning documents, and potential design for major land development projects.
- Possess strong oral and written communication and listening skills including good leadership and organizational skills.
- Experienced in developing and implementing client engagement and client management planning, with Sector and regional leadership, to define and drive strategies for growing business with Industrial key clients.
- Responsible for overall accountability of the program to both clients and internal leadership and project stakeholders.
- Understand, track, and implement strong internal business management skills including proposal/fee development, resource and cost tracking, and QA/QC processes.
- Some travel will be required for this position, but it is likely to be less than 30%.
Required Qualifications
- BS degree in discipline related to the position
- 10+ years of combined experience in engineering or project management
- 2+ years of program management
- 5+ years of project management
- Must include significant land development experience.
- Must have site selection and due diligence experience (project management, engineering, and/or planning)
- Experience managing multidisciplinary projects that include, at a minimum, civil engineering, entitlements, utility consulting and interconnection, utility design, environmental and local permitting, and subcontractor management (surveying and geotechnical investigation).
- Excellent writing and communication skills.
- Ability to work independently and as part of a project team.
- Planning & Budgeting experience
- Staff management, mentoring and general leadership skills
- Strong internal business management skills
Desired Qualifications
- Experience developing programs strongly desired
- Proven track record of program management.
- Proficient with online communication and collaboration tools (Microsoft Teams, Google Drive, Chime, WebEx, Skype)
- Certified project/program management professional, licensed professional engineer or certified planner strongly desired
- Current relationships with other due diligence professionals (A/E firms, general contractors, developers, etc)

Required Qualifications
- Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field
- Program management experience consistent with one of the following requirements:
- A minimum of three (3) years of program management experience in a deputy role to the Program Manager for the delivery of one or more programs, with a cumulative capital value of $200 million or more, or;
- A minimum of five (5) years of program management experience as a Project Manager or Project Controls Manager for the delivery of one or more programs, each with a capital value of $200 million or more, or;
- A minimum of ten (10) years of project management experience as a Project Manager directing a multi-disciplinary team for the delivery of at least two (2) projects, each with a capital value of $50 million or more
- Strong leadership skills with experience building a cohesive team culture and managing team members in various locations.
- Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
- Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)
- Familiar with the various tools used to manage large programs - PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
