Oversees the corporate function of Emergency Management. Supports each hospital's Emergency Management Plans, assisting the effectiveness of each plan, the testing of each plan and provide a unified command structure during system-wide drills and disasters. Supervises the staff overseeing emergency management at each facility and provides coaching, training and support for each individual. Serves as an Advocate and Liaison between Cone Health and the Emergency Services Community to include Emergency Preparedness Efforts. Serves in the role as the Chair of the Emergency Preparedness Sub-committee for general administration in planning, coordinating, maintaining, and updating the Cone Health Emergency Management Plan including both internal and external event responses. Provides necessary project management and support for all emergency preparedness sub-committee agenda items as needed. |

Responsible to be the foremost subject matter expert in emergency management, emergency preparedness, response recovery and continuity of operations for the organization. Available to provide SME input to executive leadership in regard to emergency preparedness methods and requirements. Collaborate with community partners and other external entities for coordinated response, recovery and continuity of operations during emergency events. Responsible and accountable for keeping informed of federal, state, and local regulations affecting emergency plans and ensure that plans adhere to these regulations. Specifically, Joint Commission, Center for Medicare Services, and North Carolina Department of Health and human Services. Additionally, work to align department operations to established industry standards and practices. Prepare plans that outline operating procedures to be used in response to disasters or emergencies, such as hurricanes, nuclear accidents, and terrorist attacks, and in recovery from these events. Propose alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations. Responsible for development, maintenance, education and utilization of hospital emergency policies and procedures. Responsible for the development and maintenance of Emergency operations plan, Recovery Plan, Continuity of Operations Plan, and all additional all-hazard preparedness policies and standard operating procedures. Responsible for all hazard identification and risk assessments across the healthcare system in compliance with established requirements. Provide budget and administrative management duties. Perform strategic planning for capital requests and resource development and management. Oversee health system disaster supplies and inventory and collaborate with other departments to identify gaps and additional resources. Perform leadership and administrative duties in oversight of department staff. Act as the health system?s representative in local, regional and state level emergency preparedness committees, associations, and organizations. Act as hiring manager for department staff positions and perform evaluation and staff development duties consistent with the organization?s expectations and guidance. Oversee the organization?s mass communication and disaster communications capabilities to include mass notification, emergency weather notifications and communications in collaboration with Public Information officer designees. Ultimately responsible for all Department emergency preparedness and response educational programs to include, but not limited to: emergency decontamination (1st Receiver Program), Hospital Incident Command System (HICS), Mass casualty/Medical surge, evaluation and shelter in place programs. Collaborate with security and environmental health in education for emergency preparedness and response. Responsible for effective activation, operations and deactivation of Hospital/System-wide Command Centers and emergency operations center support activities in collaboration with executive leadership. Responsible for contract management for all contracts executed for the department and the collaborative efforts in contract negotiation for future needs. |
EDUCATION: |
Required Bachelor's degree Minimum of a Bachelor's degree in business, management, emergency management, nursing or related field. Preferred Master's degree |
EXPERIENCE: |
Required Five years Emergency Management Experience Preferred Eight years of Emergency Management experience |
LICENSURE/CERTIFICATION/REGISTRY/LISTING: |
Required Minimum of FEMA IS100, IS200 and IS300 certification Preferred Certified Emergency Manager (CEM) North Carolina Emergency Management Certification |
