Senior Regulatory Project Manager


McMillen, Inc. is looking for a Senior Regulatory Project Manager to join our Regulatory and Natural Resources team, supporting environmental licensing, permitting, and compliance projects across in the Western U.S. region, with a preferred physical location between Sacramento, CA and Bellingham, WA. This senior-level role will manage multidisciplinary projects involving environmental scientists, engineers, and regulatory experts.


Responsibilities:



  • Lead and manage regulatory, environmental, and permitting projects, serving as both project manager and technical lead.
  • Coordinate the preparation of Federal Energy Regulatory Commission (FERC) licensing, permitting, and compliance documents, ensuring accuracy and regulatory alignment.
  • Facilitate agency and stakeholder consultations, including meeting coordination, documentation, and follow-up actions.
  • Develop and manage project scopes, schedules, budgets, and deliverables, ensuring projects are completed on time and within scope.
  • Provide quality assurance reviews of technical and regulatory documentation, including environmental assessments, permit applications, and study plans.
  • Mentor project staff and contribute to team development, fostering collaboration across offices and disciplines.
  • Support business development activities, including proposal preparation, client outreach, and strategic planning.
  • Communicate effectively with clients, regulators, and multidisciplinary project teams, maintaining strong relationships through responsive and professional engagement.
  • Ensure project compliance with applicable federal, state, and local environmental regulations (e.g., NEPA, Clean Water Act, ESA).
  • Contribute to organizational growth by promoting continuous improvement and sharing best practices in project and document management.


Qualifications:



  • Bachelor's degree in Natural Resource Management, Environmental Science, Hydrology, Environmental Policy, or related field (Master's degree preferred).
  • 15-20 years of professional experience in FERC licensing, environmental permitting, or NEPA-related work (consulting experience strongly preferred).
  • Proven experience managing complex regulatory and environmental projects, including natural resource studies.
  • Strong technical writing and document management skills, with attention to accuracy and detail.
  • Exceptional project management skills, including budget oversight, schedule management, and team coordination.
  • Skilled in stakeholder communication, agency coordination, and conflict resolution.
  • Proficiency with MS Office Suite; experience with GIS software is a plus.
  • Demonstrated ability to lead cross-functional teams and deliver high-quality work in a deadline-driven environment.


Compensation Package:



  • Pay Range: $135,772 - $197,457 (DOE)
