About the Position

The Program Manager provides unified leadership over both the Code Compliance program and the Permit Services Coordinator function. The Program Manager directly supervises the Code Compliance Supervisor and the Permit Services Coordinator, ensuring consistent standards of accountability, customer service, and operational success.

This is an exciting leadership opportunity for someone who wants to make a meaningful community impact by improving compliance outcomes and enhancing the customer experience. The Program Manager will work on high-profile and complex permitting and compliance matters, directly shaping how residents, businesses, and stakeholders interact with County services. By supervising both enforcement and customer resolution functions, the role offers the ability to balance accountability with fairness, ensuring processes are transparent, effective, and responsive. The incumbent will regularly interact with County leadership, citizens, advocacy groups, legal representatives, and partner departments, making this a highly visible and rewarding position.

We Require

  • Five years of progressively responsible professional experience in code enforcement, permitting, urban development, project management, or related operations including two years of supervisory experience
  • Bachelor's degree
  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

We Also Value

  • Training in mediation, negotiation, conciliation, or alternative dispute resolution
  • Process improvement training
  • Experience leading cross-functional initiatives and organizational change
  • Familiarity with online case management systems

Job Contributions

  • Oversee permitting coordination, ensuring single-point-of-contact service for complex or high-profile projects, citizen complaints, and stakeholder issues
  • Develop and implement key monitoring metrics, dashboards, and quality assurance checks to improve efficiency and reduce backlog
  • Standardize workflows, training, and documentation practices across Code Compliance and Permit Coordination Services
  • Supervise the Code Compliance Supervisor and Permit Services Coordinator, providing coaching, guidance, and accountability
  • Ensure data integrity and effective use of the permitting system, overseeing reporting and documentation accuracy
  • Coordinate cross-departmental compliance and permitting efforts, hearings, and legal processes
  • Analyze trends, identify systemic issues, and champion improvements to policies, procedures, and customer service delivery
  • Support staff development and continuous process improvement initiatives
  • Other Job Duties as assigned

Working Conditions

  • This position is eligible for hybrid flexibility after a brief training period
  • Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time
  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
