Job Description:
As our Vice President, Proposal & Capture Management, you will lead and grow a diverse team of professionals that define, refine and oversee key bid, proposal and capture activities critical to accelerating the growth of Cydecor. You'll report directly to the Chief Growth Officer while you exercise full responsibility and authority for complex proposals and bid preparations, review and approve solicitations, ensuring compliance and enabling compelling responses. Identify all requirements and criteria for evaluation, and review templates, tools and guidelines for continuous improvement of the proposal process. Your duties will also include oversight of proposal activity audits, proposal performance metrics, and improvements to the integration of program proposal efforts with the business process.

Responsibilities include:

  • Facilitate strategy sessions for specific opportunities, clients, accounts, and/or geographies.
  • Support account and capture teams in integrating pursuit strategy and win themes.
  • Lead the integration of the pursuit strategy/win themes into proposals.
  • Analyze complex issues and use sound judgment and experience to develop solutions for a wide range of sales-related activities and issues.
  • Lead proposal efforts and deliverables including win strategy development, active middle game activities, and proposal deliverables.
  • Lead the proposal development process, including meeting client requirements, internal and external schedule milestones, and proposal budget.
  • Proactively communicate issues/variances, resource needs, or other issues; seek input and support, and help develop solutions in a timely manner.
  • Independently perform research, writing, editing, and proposal production and coordination for various sales/business development efforts.
  • Assemble and charter proposal team, production staff (graphic design, document publishing, production staff, technical writer/editor), and review teams to streamline proposal development and maximize the document quality.
  • Work with technical teams to develop outlines for compliant, responsive technical content and proposal graphics.
  • Facilitate effective communication between supporting functions including technology, estimating, contracting, and project controls staff during proposal development.
  • Understand and apply best practices and processes for opportunity assessment, proposal development, and knowledge management.
  • Demonstrate excellent oral and written communication and active listening skills.
  • Use communication and negotiation skills to guide, influence, and coordinate others.
  • Implement company image/brand guidelines on assigned projects.
  • Accurately budget and track level of effort for proposal team.

Here's what you need:

  • Ability to obtain and maintain an active U.S. Security Clearance
  • Bachelor's degree
  • 15 or more years of relevant experience in proposal and capture leadership, with 10+ years demonstrated national security space (DoD/IC) experience
  • 10 or more years connecting business strategy to campaigns and pursuits
  • Relevant experience may substitute for required education
  • Proven track record of success, organizing, producing, delivering, and winning both large and small competitive proposals
  • Strong leadership skills organizing, coordinating & leading a diverse team (program management and technical) through the capture and proposal process
  • Thorough knowledge and understanding of the following disciplines: Business development, capture management and processes, program management, acquisition processes, opportunity identification and qualification
  • Demonstrated ability to work with senior business and government leaders and to provide leadership within the workplace
  • Extensive experience in leading proposal development campaigns, activities, processes, and procedures
  • Extensive knowledge of proposal management activities, process, and procedures relative to Department of Defense and the Intelligence Community
  • Strong analytical background in preparing, reviewing, and submitting proposals and/or quotes
  • Thorough understanding of Shipley or Lohfeld methodologies
  • Experience with proposal development tools (e.g., SharePoint, Pipedrive, etc.)
  • Prior work with capture tools like GovWin, SAM.gov, and internal BD pipelines

Bonus points if you have:

  • An active Secret U.S. Security Clearance
  • Higher-level degree may be considered in lieu of relevant experience
  • Working knowledge of Federal acquisition rules governing proposals and contract management
  • Previous management experience: ability to recruit employees; assign, direct, and evaluate their work; and oversee the development and maintenance of staff competence
  • Proven collaboration skills and ability to guide and motivate a team through challenges to optimize results
  • Understanding of Federal Acquisition Regulations (FAR)/Defense Federal Acquisition Regulations (DFARS) and Cost Accounting Standards (CAS) compliance
  • Demonstrated passion for working on technology applications for national security missions
  • Team oriented with the ability to work independently with minimal supervision
  • Working knowledge of US Government budgeting and DoD acquisition processes
  • Background in the Aerospace and Defense Industry, with an understanding of defense, aerospace, intelligence, and adjacent markets

Security Clearance:

  • Ability to obtain and maintain a US government clearance (US citizenship required)

Education:

  • Bachelors degree

Work Schedule:

  • Hybrid, 2-3 days in office per week.
