Job Description - Program Manager I, II, Senior - Customer Energy Optimization

Position Description

The Program Manager for Customer Energy Optimization is instrumental in designing, implementing, and managing programs that help customers reduce energy use, shift or reduce demand, and transition to cleaner technologies. Program areas includeenergy efficiency,demand response, and electrification across residential, commercial and industrial sectors. The Program Manager leads initiatives across the full program lifecycle-from concept development and regulatory compliance to customer engagement and performance analytics. The program manager will collaborate cross-functionally with internal teams, external partners, and regulatory stakeholders to deliver innovative, customer-centric solutions that support customer needs and grid needs. The Program Manager will lead cross-functional initiatives, manage contractors, and may oversee support staff. The Program Manager will also provide guidance and work with Corporate Communications for mass media campaigns including internet, social media, television, radio, and print as well as being a speaker at various community events.

Position-Related Responsibilities

  • Provides overall promotion, leadership, and management for Energy Programs.
  • Manages and directs vendors trade allies and implementation contractors related to Energy Programs.
  • Responsible for annual third-party evaluations of Energy Programs.
  • Assists with and may lead the planning, development, implementation and management of Energy Programs to ensure goals and milestones are met.
  • Promotes Energy Programs for UNSE, UNSG and TEP to existing customers and developers. Gains commitment from the customers to participate in available programs. Negotiates and develops written contracts for participants as necessary.
  • Manages tracking of incentive payments and program savings. Processes invoices and purchase orders related to energy programs.
  • Develops and manages use of pricing and accounting methods to assure cost recovery for Energy Programs. Assists with process development and manages monthly SOX compliance reports as required for Energy Programs.
  • Works closely with Manager, Supervisor, other Program Managers, and Program Coordinators to coordinate efforts and achieve additional energy savings.
  • Ensures support staff is accurately maintaining customer contracts and payments for Energy Programs.
  • Works closely with internal departments, outside contractors and other key industry partners to develop appropriate strategies to meet goals for participation in Energy Programs.
  • Prepares analytical reports to measure the success of Energy Programs and adjusts as necessary.
  • Provides regular reports to the Director, or Manager on the status of Energy Programs.
  • Identifies opportunities and develops broad-based partnerships with diverse stakeholders (e.g. local governments, business organizations, nonprofit organizations, etc.) who may be integral to program delivery.
  • Assists with responses to questions from regulatory agencies such as the Arizona Corporation Commission related to Energy Program.
  • Effectively and clearly communicates with management, peers, and stakeholders regarding marketing and implementation of Energy Programs.
  • Assists in the preparation of annual reports, semi-annual reports and annual implementation plans and assists with the development of testimony for regulatory purposes on energy programs and any other required regulatory reporting.
  • Travels regularly to local, regional and/or national meetings, conferences and workshops to stay current on best practices in conservation, demand side management, demand response and industry trends.
  • Performs other assignments as requested by Management in support of energy program programs offered by TEP, UNSE and UNSG. This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.
  • Has working understanding of Demand Side Management (DSM) and Energy Efficiency (EE) programs and plans to include implementation and development of operational processes and best practices for programs. Oversees lifecycle of assigned programs including program planning, design, implementation, measurement and evaluation, customer enrollments, budget, and timely and accurate incentive payments and reporting and program close out
  • Embodies the Company values in everyday work.
  • Works with Procurement, Legal and IT to ensure legal and technological compliance and to identify opportunities for integration of emerging technologies into new program offerings.
  • Analyzes business process to ensure a high level of customer service to both external and internal stakeholders.
  • Leads planning of updates and changes to the workflow, customer communications, etc. by working with Stakeholders, Program Managers, Program Coordinators, , and/or meeting with Arizona utilities.
  • Collaborates with other departments and stakeholder groups on programs to include moving forward departmental initiatives tied to the customer experience and to create and implement training.
  • Actively engages community partners to leverage program offerings. Attends relevant community meetings and conducts presentations to discuss new DSM or Renewable Energy projects to communities.

Qualifications (Equivalent combination of education and experience will be considered.)

Level I
Description:

  • Individual will have input in department decisions with primary responsibility for small to medium projects as the project manager.
  • May have several projects or studies assigned at the same time.
  • Will provide support to Management of Energy Programs and coordination of more complex projects.

Minimum Qualifications:

  • High school diploma or GED with 4 years of related work experience or Bachelor's degree in a related field and at least 2 years of relevant experience in program management or related fields.
  • Strong time management, organizational, and communication skills.
  • Proficiency in Microsoft Office Suite (Outlook, Excel, Word, PowerPoint).
  • Ability to manage multiple tasks and projects simultaneously.
  • Comfortable with technology, data analysis, and reporting tools

Preferred Qualifications:

  • Demonstrates initiative and excels in time management, consistently meeting deadlines for all tasks.
  • Ability to communicate effectively with diverse groups across functional business areas.

Level II
Description:

  • Individual may oversee and communicate project status of the Energy Programs department staff to Management.
  • Will have primary responsibility for medium to large projects as the project manager.
  • May have several projects or studies assigned at the same time.
  • Will work with Management to coordinate more complex projects and will lead cross functional teams in other departments as required, such as Corporate Communications, and Information Services.
  • Will meet with other companies or organizations regarding program management and ensure the Company is appropriately represented.

Preferred Qualifications:

  • Works independently with a thorough understanding of project details. Demonstrates excellent time management, technical expertise, and economic awareness in all assignments.
  • Strong leadership skills.
  • Certification appropriate to job function. Certifications to include Home Energy Rater, Building Performance Institute (BPI), or Engineer-in-training (EIT).

Senior
Description:

  • A top-level individual contributor who will oversee and communicate project status of the department staff to Management.
  • Manages related team efforts and resources to achieve objectives.
  • Provides oversight, guidance and resources for the day-to-day work of department staff.
  • Mentors other program managers
  • May be assigned projects of any size or complexity as the project manager
  • Will work with Management to coordinate more complex projects and will lead cross functional teams in with other departments as required, such as Corporate Communications, Information Services.
  • Program Manager will be the primary source of training for the department and will share information openly.
  • Will meet with other companies or organizations regarding program management and ensure the Company is appropriately represented.

Minimum Qualifications:

  • Minimum qualifications of Program Manager II plus
    • 4-8 years of experience in program development and administration.
    • Proven leadership and mentoring skills.
    • Strong analytical, strategic planning, and decision-making abilities.
    • Experience working with regulatory agencies and/or preparing regulatory filings

Preferred Qualifications:

  • Advanced degree preferred
  • Independently makes decisions without needing guidance or supervision for technical or project management tasks.
  • Advanced certification is appropriate to job function. Certifications to include Certified Energy Manager (CEM), Professional Engineer (PE), LEEP AP or Project Management Professional (PMP).

Pay Rate: Salary determined based on candidates experience and qualifications.
