Job Description Summary:
This role will lead BCBSA's federal and state advocacy efforts, driving the development and promotion of policy solutions that align with the organization's strategic goals. This executive role combines deep policy expertise with strategic leadership to influence legislative and regulatory outcomes in support of Plan business interests.
The Vice President is a key public representative of BCBSA, engaging with policymakers, strategic partners, and industry leaders to advance the association's policy agenda. The role also oversees BCBSA's political action committee (BluePAC) and collaborates closely with the executive team and Plan leaders to ensure advocacy strategies are integrated into the broader organizational strategy and governance.
This position requires a visionary leader with a strong track record in health policy, political strategy, and stakeholder engagement, capable of navigating complex environments and delivering impactful results.
Responsibilities include but are not limited to:
- Strategic Advocacy Leadership
- Collaborates with senior leadership to develop and execute action plans that advance BCBSA's policy and political objectives.
- Leads an integrated approach across policy, lobbying, public affairs, research, and communications teams to create and promote effective solutions.
- Oversees the development of advocacy resources, including policy analyses, congressional communications, organizational positioning, and executive engagement.
- Manages congressional engagement and coordinates activities of external consultants.
- Departmental Management and Team Leadership
- Provides day-to-day leadership for the Policy and Advocacy departments, offering strategic direction, team management, and project oversight.
- Fosters collaboration and integration across teams throughout project lifecycles, offering guidance on approaches, analysis, and presentation to ensure high-quality outcomes.
- Plan Engagement and Alignment
- Leads engagement, education, and consensus-building efforts with Blue Cross Blue Shield Plans to align on BCBSA's priorities and positions related to current legislation, regulations, and health policy issues.
- External Representation and Public Advocacy
- Represents BCBSA and Plan interests before Congress and the Administration through direct lobbying, testimony, formal statements, and promotion of research and messaging.
- Oversees strategic engagement with national and state-based organizations to support policy advancement at the state level.
- Political Action Committee Oversight
- Manages BCBSA's political action committee (BluePAC), building relationships with congressional leaders and enhancing visibility. Coordinates with Plan PACs to maximize collective impact across the Blue system.
Required Education, Certifications and Experience: Education:
- Required Bachelor's Degree or equivalent work experience
- Preferred Master's Degree
Experience:
- 15+ Years of health care experience, reflecting progressively responsible roles and a deep knowledge and understanding of federal policymaking, political and legislative environments, and effective approaches to advocacy. Required
Knowledge Skills and Abilities:
- An understanding of the healthcare marketplace and industry is essential, as is an understanding of how related federal regulatory and legislative issues may impact BCBS business strategies.
- Requires excellent oral and written communications skills with the capabilities to negotiate, persuade, and make effective presentations to varying audiences internal and external to BCBSA.
- A high level of executive presence for interacting with and influencing key leadership. Must be able to effectively represent BCBS in various forums and with various audiences.
- Excellent interpersonal skills for building and fostering key relationships.
- The ability to establish credibility and drive decisions and results while balancing business considerations/priorities is critical, as well as sound judgment and problem-solving skills at the strategic and functional levels.

- The VP Policy and Advocacy is a strong leader, committed to a campaign-style approach of integrated advocacy, who manages the development of policy solutions that align with BCBSA's strategic goals and drives support and adoption with policymakers.
- Uses deep understanding of policy landscape and Plan business interests to assess the regulatory and legislative environments and to inform impactful policy development.
- Uses deep experience to create short-term and long-term advocacy and political strategies, including BCBSA's political action committee (BluePAC), to deliver results in Washington and with state-based organizations.
- Acts in public role with policymakers, strategic partners, and industry leaders to advance policy goals and maintain strong relationships.
- Collaborates closely with the BCBSA executive team and Plan leaders to support the development and execution of BCBSA's strategic plan and governance processes.
- Preferred 5 years' of senior management experience driving successful policy outcomes; developing integrated advocacy campaigns; managing broad teams; and advancing multiple priorities is highly desired, as is familiarity with health insurers generally and the BCBS system specifically.
