Overview

The Senior Specialist works directly with various Con Edison and/or Orange & Rockland operating organizations and various support groups to enhance their emergency management process through preparedness, planning and coordination of company resources during emergencies and subsequent response and recovery efforts. The Senior Specialist's primary responsibilities include being a liaison between Con Edison and external partners, responding to field emergency events to support the activation of the Incident Command Structure and/or serve as a Liaison Officer, support Company exercises and drills, and contribute to the development and delivery of the company's various Emergency Preparedness training initiatives and their supporting materials. The Senior Specialist is also responsible for educating Company and external stakeholders on Emergency Preparedness programs, initiatives, training and exercises.

Responsibilities

Core Responsibilities
  • Serve as a liaison between Con Edison and external partners; respond to field emergencies during off-hours, supporting Incident Command Structure (ICS) activations.
  • Develop, deliver, and facilitate emergency preparedness training and exercises across the service territory; maintain related materials and documentation.
  • Lead or assist in designing, conducting, and evaluating exercises, including after-action reviews and improvement tracking in systems like ARCHER.
  • Perform rotational on-call responsibilities as Duty Liaison, including 24/7 hotline coverage and coordination with internal and external stakeholders.
  • Support activations of Emergency Operations Centers (EOC), Corporate Emergency Response Center (CERC), Distribution Engineering Situation Room (DESR), Regional ICS, and his/her designated System Emergency Assignment.
  • Stay informed on incidents and lessons learned; contribute to corrective actions and process improvement initiatives.
  • Educate internal stakeholders on emergency preparedness programs and promote interagency collaboration through meetings and seminars.
  • Ensure compliance with Corporate Instruction CI 260-4, maintain accurate records, and respond to regulatory and external information requests.
  • Stay current through educational opportunities, professional associations, and publications; contribute to special projects and planning updates.
  • Demonstrate strong interpersonal, written, and presentation skills; foster a diverse, inclusive, and team-oriented work environment aligned with company values.
  • Coordinate basic Con Edison training, seminars and regularly recurring meetings with externals.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 3 years of relevant experience
  • Associate's Degree and 5 years of relevant experience
  • High School Diploma/GED and 7 years of relevant experience
Relevant Work Experience
  • Candidate should exercise independent judgment and render sound business and policy decisions, required. Required
  • Excellent interpersonal and communications skills required to effectively build and maintain relationships with external agencies, and regional operations, required. Required
  • Must be able to perform on-call responsibilities that include responding on-site, on off hours including weekends and holidays to support Company Emergencies, required. Required
  • Must be well-organized, detail-oriented, flexible and be able to handle multiple tasks, changing priorities, and achieve critical deadlines, required. Required
  • Must demonstrate proficiency in Microsoft Office applications: Word, Excel, Outlook and PowerPoint, required. Required
  • Must have excellent written and verbal communication skills to deliver presentations, trainings, exercises as well as develop procedures and protocols, required. Required
  • Basic knowledge of Incident Command System (ICS) principles, required. Preferred
  • Two to three years of field response or operational work experience, preferred. Preferred
  • Two to three years of experience developing exercises, drills and/or trainings, preferred. Preferred
  • Basic understanding of the operation of energy commodity systems (e.g., electric overhead and/or underground distribution systems, steam, gas, substations and transmission operations), preferred. Preferred
Licenses and Certifications
  • Driver's License Required
  • Other: Training in ICS Basic (ICS-100), ICS-700, Advanced ICS (ICS-200), ICS-300, FEMA IS-120 and IS-130 must be satisfactorily completed within 1 year of hire. Required
Physical Demands
  • Sit or stand to use a keyboard, mouse, and computer for the duration of the workday
  • Ability to stoop, bend, reach, and kneel throughout the workday
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must have a valid drivers license and be able to drive a company vehicle.
  • Must be able and willing to work/travel to various Company locations and to the field as needed in all weather conditions.
  • Ability to work outside in all types of weather and will be required to participate in off-hour emergency response activities, including weekends and holidays.
  • Must be able and willing to travel within Company service territory, as needed.
  • Must be able to participate in the Companys emergency management processes and storm plans as required.
