Rutgers University Behavioral Health Care (
UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education.
UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016,
UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition,
UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year. |

Rutgers, The State University of New Jersey is seeking a Program Manager for the Brandt Behavioral Health Center and Retreat within Rutgers University Behavioral Health Care.
The primary purpose of the Program Manager is to provide administrative and clinical oversight of the programs, and supervision to program staff. Responsible for the management of operations, the administration and funding for the residential programs in Newark, Middlesex and Camden counties. Assures program viability and compliance with regulatory requirements.
Among the key duties of this position are the following:
- Directs the administrative and clinical organization of the program, as observed in team meetings, daily schedule, and quality of program.
- Responsible for the strategic planning as well as programmatic and fiscal development of the programs.
- Develops a comprehensive range of services as indicated by the program's ability to accommodate appropriate consumer referrals.
- Responsible for the day- to- day operations of the program, including the administration of its grants and revenue sources.
- Plans, trains and supervises the work of others engaged in professional and paraprofessional delivery of program specific services.
- Ensures that the staff are trained and evaluated on their knowledge of and adherence to compliance policies and procedures specific to their jobs.
- Directly supervises assigned staff as monitored by supervision schedule.
- Counsels a caseload of consumer/patients and/or families with empathy and concern, as monitored by feedback from consumer/patients, family members, peers.
- As required by individual program, researches and develops curriculum and materials for skills development, psycho education, pre-vocational and therapeutic groups.
- Engages consumer/patient in appropriate treatment interventions based on clinical assessment.
- Completes all documentation within prescribed time frame as monitored by documentation reports, supervisory tools and chart review.

Qualifications
Minimum Education and Experience |
- Must possess a Master's Degree in a behavioral health field and five (5) years of postgraduate experience in mental health services, with two (2) years supervisory/managerial experience. An appropriate doctorate may be substituted for two (2) years of relevant experience.

- Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work.
- Must possess any clinical licensing as required by discipline.

Preferred Qualifications |
LCADC preferred. - Knowledge of how to accomplish superior performance in a unionized environment.

PHYSICAL DEMANDS: Ability to walk throughout the day, travel from site to site, visit consumer residents in their homes throughout Camden and Middlesex County. Walk up stairs, drive, and stand for extended periods of time. Frequently walks, bends, stretches, and pulls. Manual dexterity and mobility for charting.
WORK ENVIRONMENT: Residential settings located throughout Middlesex and Camden Counties. Residential environment in large urban apartment buildings, and suburban complexes and residential single family homes. Fast paced, intense work environment. May be required to manage an agitated consumer |
