Job Overview

O'Hare and Midway are two of the largest facilities operated by City of Chicago. The airports include hundreds of buildings, tens of thousands of infrastructure assets, hundreds of miles of underground utility infrastructure, and various municipal, jurisdictional, and environmental features or boundaries that are geographic in nature. This position will supervise the staff of Geographic Information Systems ("GIS") professionals (four employees) engaged in developing and maintaining authoritative geographic databases and data sets representing the complex built environment at both airports.

ESSENTIAL DUTIES:

The GIS Manager-Excluded will: Implement goals and objectives for GIS work at the airports, especially those which improve City services. Maintain constructive working relationships and coordinate work between the CDA, other City departments, and consultants engaged in GIS related work. Manage the airport-wide GIS, including the administration of various GIS software components, the collection, development, and maintenance of GIS data sets, and the associated standards for geodatabase and file nomenclature, quality control, and integration (i.e., data governance). Supervise CDA employees specializing in GIS. Serve as a hiring manager. Assign and prioritize work for the section, review work for accuracy and completeness, and provide feedback to employees. Foster professional development of employees. Initiate recognition, mentoring, or progressive discipline of employees as needed. Conduct performance reviews of employees as required. Create and maintain standard operating procedures ("SOPs") for CDA staff and contractors to implement GIS related work. Ensure a high quality of work products created by CDA staff and contractors. Assist department enterprise system users in accessing data and using the software to generate or interact with content. Identify process improvements and opportunities to automate repetitive tasks. Demonstrate contract management authority. Prepare scopes of work, schedules, and budgets for contractors and projects. Participate in pre-proposal meetings to articulate the contract goals of the section. Participate in contract and task order evaluation committees. Encumber funds for contractor services and administrative expenses. Interpret contract terms to ensure contractor performance. Review and approve contractor invoices. Assist with preparation of the annual operation and maintenance ("O&M") budget. Assist with creation of capital project scopes and presentation of such projects to CDA senior management and airline business partners. Assist with responses to Freedom of Information Act ("FOIA") requests, inquiries from the media and elected officials, and social media posts. Performs other related duties as required.

Additional duties may be required for this position

Location: 10510 W. Zemke Rd (Must be flexible to travel to Midway Airport, based on operational needs)

Hours: M-F 8:30 a.m.- 4:30 p.m. (Must be flexible to early and/or late meetings)

NOTE: The candidate(s) selected for hire must pass an airport background check and a Security Threat Assessment (STA).

Qualifications

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in Computer Sciences, Information Technology/Systems, Geography, Urban Planning, or a directly related field, plus four (4) years of GIS technology experience in the use and understanding of Arc Info, Arc View, and relational database systems, of which one (1) year is in a supervisory role related to the responsibilities of the position, OR Graduation from an accredited college or university with a Master's degree or higher in Computer Sciences, Information Technology/Systems, Geography, Urban Planning, or a directly related field, plus three (3) years of GIS technology experience in the use and understanding of Arc Info, Arc View, and relational database systems, of which one (1) year is in a supervisory role related to the responsibilities of the position.
