SUMMARY

Are you ready to lead critical infrastructure projects that will shape the future of energy delivery in Oregon? Portland General Electric is hiring for a Senior Manager, Transmission Development to spearhead our transmission growth strategy.

In this pivotal role, you'll drive projects essential for renewable energy integration, load growth support, and regional transmission system development. As the face of PGE's transmission initiatives, you'll build and maintain strategic relationships with key partners like BPA and other regional stakeholders while leading a team that develops transmission projects and manages critical transmission contracts. This high-impact position offers the opportunity to directly influence Oregon's clean energy transition through strategic transmission planning and development.

Role Highlights:

  • Leads the Transmission development and growth projects that are critical to advance PGE's capabilities to add incremental load growth, provide access to renewable energy, and support overall development of the regional transmission system.
  • Develops and manages transmission project growth strategy and relationship between PGE / BPA / regional partners to ensure projects are aligned and developed to meet critical in-service dates.
  • Leads team that represents PGE and oversees projects, contracts, line and load interconnection requests, and the cost sharing of capital projects.
  • Supports transmission project alignment within the Integrated Resource Plan and represents all aspects of transmission development including state and Federal policy support, local and county level permitting support, and regional project development.
  • Oversees project contracts with BPA including managing the projects component of the AC Intertie.
  • Understanding of Power system operations, transmission planning, capital portfolios, transmission project development, FERC policy, Open Access Transmission Tariffs (OATT), interconnection agreements, and understanding of BPA processes and requirements is preferred.

Key Responsibilities

  • General Management Manages a team of leaders and/or professional employees responsible for one or more department function(s) including but not limited to strategy integration, regulatory strategy and/or resource planning, ensuring that objectives are met and all relevant standards/procedures are followed; ensures operational problems are identified and resolved; ensures that operational procedures and working practices are current and fit for the purpose; ensures compliance with all relevant laws, regulations and policies; establishes overall goals and metrics for the team and monitors progress.
  • Strategy and Planning Develops and manages transmission project growth strategy and relationship between PGE / BPA / regional partners to ensure projects are aligned and developed to meet critical in-service dates. Develops and manages a strategy integration process and/or an integrated resource project to ensure resources and/or strategic processes increase customer value and satisfaction and drive business growth; partners with business units, functional leadership and the corporate financial planning and analysis team to support development of strategies across the company; consults with business units to challenge and influence them throughout development of business cases and strategic plans and/or resource planning.
  • Strategic Planning Oversees the development and implementation of all processes related to area(s) overseen, ensuring processes meets strategic objectives and comply with all related laws, regulations and guidance; ensures end products and deliverables meets strategic goals and operational needs; oversees financial forecasting and analysis; may manage the development of reports for executives and the Board; collaborates with other leaders to develop fully integrated systems and processes to support strategy development and implementation.
  • Compliance Ensures all work product(s) comply with applicable laws and regulations and that initiatives are consistent with regulatory strategy; drives innovation in a way that is compliant with applicable laws and regulations; collaborates with others to drive regulatory change to facilitate innovation.
  • Transmission Delivery Leads team that represents PGE and negotiates, executes, and manages new and existing relationships and contracts relating to transmission delivery project portfolio and project integration. Oversees IRP transmission section project justification and alignment to support permitting efforts and project acknowledgment. Drives cross-functional and strategic innovation for strategy and resource planning; leads or manages cross-functional projects or assigns subject matter experts; ensures project portfolio is aligned between resource planning, regulatory strategy and integrated strategy; serves as a though leader for change management for team and others in department.
  • Vendor Management May oversee the identification of tasks or projects for outsourcing and vendor selection; ensure metrics and service level agreements meet objectives, monitors vendor performance and works with vendors to resolve issues.
  • Functional Leadership Exercises comprehensive functional and industry knowledge in specialized areas; identifies and resolves complex multidimensional business problems; exercises delegated authority over planning, direction and timely execution for a functional area or program; establishes and maintains contacts with management levels within and outside the company and at government agencies and with industry experts in accomplishing function or program objectives.
  • Financial Management Sets strategy and develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of department resources and services, including the definition of cost models and charging models; sets, negotiates, approves and manages all financial budgets and targets, ensuring that there is adequate funding for department objectives and plans. Oversees project contracts with BPA including managing the projects component of the AC Intertie.
  • Resourcing Oversees workforce planning and resource strategy across multiple departments, ensuring that there is adequate skilled resource to meet planned service delivery or department objectives; ensures integration with strategic human resource plans; responsible for recruitment, development and demand forecasts for multiple departments.
  • Professional Development Determines organizational development needs in line with business needs and strategic direction of departments; generates development strategies to achieve required change; monitors progress and evaluates business benefits achieved.

Education/Experience/Certifications

  • Education Requires a bachelor's degree in business, finance, economics or other related field or equivalent experience; MBA or other advanced degree preferred.
  • Experience Typically 12 or more years of increasingly responsible experience in strategic planning, resource planning, and/or a combination, including at least three years of leadership; experience in multiple sectors preferred.

Compensation Range:

$143,780.00 - $267,020.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
