Program Analyst

The Opportunity:

As a Program Analyst, you know that Defense Acquisition is pivotal to supporting the National Defense Strategy. You are familiar with the processes for identifying requirements, program planning and budget allocation, and acquiring and delivering innovative and effective capabilities and solutions to the Warfighter.

We're looking for someone like you to be a liaison to the Government. As a Federal Acquisition Management Professional at Booz Allen, you'll work closely with our defense clients in support of the warfighter, aiding in the acquisition of all they need for optimal end strength and ensuring that their mission is our mission. On our team, you will serve as a Program Analyst providing general program management, PPBE, and contracting support for a Navy client.

You Have:

  • 5+ years of experience in a DoD Program Management Office (PMO) supporting a defense weapon system or munitions program
  • Experience preparing responses to data calls, SES and Flag Level briefings, and artifacts supporting program and budget reviews such as Task Planning and Allocation Review, PMR, SCN Execution Review, and PRR
  • Experience editing and reviewing program, budget, and acquisition documents, briefs, and reports for accuracy, completeness, and compliance with applicable statutory and regulatory requirements and guidance
  • Experience in using Microsoft Office 365 Suite applications
  • Knowledge of DoD and DoN Financial Management policies, regulations, and guidance, and Federal or DoD contract management policies, regulations, and guidance, including FAR, DFARS, and NMCARs, contracting strategy types, and contract types
  • Knowledge of DoD PPBE lifecycle and Congressional Enactment, including PB, National Defense Authorization Act, and the National Defense Appropriation Act processes and guidance, appropriation accounts and categories, including funding types, and spend plans
  • Ability to support program planning and budget execution activities such as TY task planning in NEPS, POM, BES, DPG, and PDM, and analyzing and tracking allocations, obligations, and expenditures
  • Ability to support pre-award and post-award activities such as monitoring contract milestones and preparing acquisition materials such as acquisition plans, Justification and Approvals, purchase request, Technical Instructions, and 7300s
  • Secret clearance
  • Bachelor's degree

Nice If You Have:

  • Experience with DoD, Department of Navy, Naval Sea Systems Command, or a Naval senior leadership office
  • Experience with DoD and DoN authoritative systems of record such as DAVE, RDAIS, Advana, Jupiter, NEPS, PBIS, PIEE, NAVIAR AMS, SPS, ASSIST, and AAFDID
  • Experience with AAF Pathway, Functional policies, guidance, and manuals such as DoDI 5000.02, DoDI 5000.85, DoDI 5000.87, and SECNAV Instruction 5000.2G
  • Experience with using Microsoft Power Apps
  • Ability to pay strict attention to detail
  • Possession of excellent verbal and written communication skills
  • Possession of strong analytical, problem-solving, organizational, and research skills

Clearance:

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $69,400.00 to $158,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
