Description

Position Summary:

GoldenWolf is seeking a Data Analyst who will harness data insights to pinpoint opportunities for optimizing Defense Health Agency (DHA) resources, enhance healthcare delivery, and drive cost containment across multiple DHA programs.

Essential Functions:

01) Data Modeling & Management

  • Build and maintain data models using facilities, environmental, clinical, operational, personnel, and cost/expense data.
  • Develop system data models to support descriptive and predictive analysis of DHA facilities and healthcare systems.
  • Design and maintain thorough documentation of database processes, including data mapping, data dictionaries, and entity-relationship diagrams.

02) Data Processing & ETL

  • Load, process, standardize, and integrate data using SQL queries, stored procedures, and ETL best practices.
  • Validate, manipulate, and analyze large datasets and "big data" sources to ensure accuracy, applicability, and efficiency.
  • Test and evaluate new software packages, data tools, and automation scripts for data extraction.

03) Analytical & Statistical Techniques

  • Perform analytical studies using descriptive, multivariate, and predictive modeling techniques.
  • Explore data to identify trends, relationships, and improvement opportunities based on leadership direction and FE data.
  • Build, assess, and monitor predictive models; automate generation of performance metrics and model updates.

04) Reporting & Communication

  • Prepare briefing charts, fact sheets, staff reports, and presentations that clearly convey findings, recommendations, and actionable insights.
  • Synthesize disparate data into concise, authoritative reports and position papers for tactical and strategic decision making.
  • Lead or participate in working groups; consult with clients and colleagues to align analysis with business needs.

Requirements

Required Qualifications:

  • Two (2) years' experience working in healthcare and facility data quality improvement.
  • Two (2) years' experience developing and deploying clinical performance metrics preferred.
  • Three (3) years' experience with basic SQL for data manipulation and/or SAS statistical analysis software packages.
  • One (1) year of software management and data retrieval experience.
  • 2 years of statistical language experience, such as R, Python, SPSS, or SAS, preferred.
  • Knowledge of relational database software, SQL
  • Experience in applied statistics using R, Python, SPSS, SAS, or other statistical programs.
  • Experience in using medical/clinical/health data, and healthcare data analysis.

Education:

  • Bachelor's degree in health services research, Biostatistics, Statistics, Mathematics,
  • Computer Science, Business Administration, Management, Economics, or a related quantitative field of study.
  • Previous participation in an advanced training/program in their area of expertise is required or the equivalent combination of education and experience.

Tools & Technical Skills:

  • Advanced SQL programming on enterprise and tactical infrastructures.
  • Proficiency in open-source statistical packages (R, Python) and commercial analytics/visualization tools (Tableau, Power BI, MS Excel).
  • Mastery of Microsoft Office Suite/Microsoft 365 and relational database management.
  • Domain Knowledge & Governance
  • Familiarity with the Military Health System (MHS) and Defense Health Agency (DHA) direct-care and purchased-care delivery models.
  • Knowledge of healthcare data sources (e.g., M2, MDR, MIP, GENESIS, DMHRSi, DMLSS-FM, LogiCole, RPAD).
  • Awareness of information systems security principles to ensure compliance with data-security best practices.

  • Strong analytical and creative problem-solving abilities; skilled at critical evaluation and developing mitigation strategies.
  • Proven capacity to manage multiple tasks under aggressive deadlines, adapt to changing priorities, and deliver on time and within budget.
  • Excellent written and verbal communication skills; able to advocate recommendations persuasively at all organizational levels.
