Position Summary
The Product Manager - Financial & Budget Systems is responsible for the business relationships, product strategy and technology roadmap for systemwide financial and budget applications. This role collaborates closely with finance, budget, and IT stakeholders to ensure business needs are met while driving innovation, automation, and operational efficiency in financial and budgetary processes. The Product Manager leads roadmap development, identifies functional business requirements, and collaborates with cross-functional teams to enhance financial and budgetary operations. The role requires expertise in financial administration, particularly within the financial technology sector.

Key Responsibilities

35% Product Strategy & Roadmap: Define and maintain the technology strategy and roadmap for financial and budget systems including Oracle Financials (ERP, FCCS, EPBCS, ARCS, EDMCS). Align system capabilities with business goals, compliance requirements, and industry best practices. Lead the modernization of legacy financial and budget applications, adopting cloud-based and SaaS solutions. Collaborate with IT, Finance, and Budget leadership to drive continuous process improvements and automation.

25% Stakeholder Engagement & Requirements Gathering: Act as a liaison between Finance, Budget, IT, Procurement, and Accounting teams to gather and document functional business requirements. Prioritize initiatives based on business impact, operational efficiency, and compliance needs. Advocate for finance and budget users, ensuring seamless user experiences and optimal system performance. Work closely with IT architects and developers to define technical requirements and solution designs. Collaborate with campus locations, systemwide budget offices, and UCOP finance teams to ensure alignment with UC system-wide financial and budget policies.

20% Project & Change Management: Lead end-to-end implementation projects for budgeting, forecasting, and financial planning solutions. Oversee change management efforts, including stakeholder training and communication. Ensure project milestones and deliverables are met by coordinating with internal and external teams. Work with third-party vendors and supplier Oracle to implement best-in-class solutions.

10% Financial & Budget Systems Support: Define and maintain roadmap for the ongoing maintenance, enhancement, and support of finance and budget systems including Oracle Financials, Oracle Budgeting & Planning (EPBCS). Provide support to engineering teams for troubleshooting financial and budgetary data discrepancies. Ensure compliance with UC system-wide financial and budget policies and regulations. Identify opportunities to automate financial and budget processes, improve forecasting accuracy, and optimize cost allocations.

10% Documentation & Reporting: Maintain product documentation, user guides, and business process workflows for financial and budget applications. Generate reports on system performance, adoption, and user feedback. Provide periodic updates to executive leadership on budget system enhancements and financial technology initiatives.

Experience
Required Qualifications

  • Min 10 years of relevant experience, inclusive of at least 5 years of experience as a Product Manager, Senior Business Analyst, or similar role focused on financial and budget applications.

Skills and Abilities
Required Qualifications

  • Experience providing product management support for finance management technology including cloud-based financial applications and financial/budget data integration.
  • Familiarity with financial audit requirements for enterprise systems.
  • Experience leading financial and budget system implementations, upgrades, and process automation projects.
  • Proven ability to work with cross-functional teams, including finance, budget, IT, and executive leadership.
  • Knowledge of budgeting methodologies, financial forecasting, and cost allocation strategies.
  • Strong analytical skills with the ability to translate business requirements into technical solutions.
  • Excellent verbal and written communication skills.

Preferred Qualifications

  • Experience as product manager for solutions which include Oracle Financials (ERP, FCCS, EPBCS, ARCS, EDMCS).
  • Experience working in higher education or large enterprise environments.
  • Knowledge of Agile/Scrum methodologies, ITIL, and Lean Six Sigma.
  • Familiarity with higher education budget processes, systemwide budget systems, and financial reporting frameworks.

Education
Required Qualifications

  • Bachelor's degree in Finance, IT, or related area and / or equivalent experience / training.

Preferred Qualifications

  • Master's degree in Finance, Business Administration, IT, or a related field.

  • Oracle ERP and Budgeting certifications (or relevant Oracle Cloud certifications).

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
