Who we are and what we do:

The Enterprise Business Analyst (EBA) is a seasoned professional responsible for managing their own portfolio of projects. In this role, they will align business objectives with technology solutions to drive successful project outcomes, make suggestions to Agency Business Domain senior management on how to streamline business processes, and oversee the development of strong business requirements that may be used in competitive procurements for business solutions. The ideal candidate is a results-driven leader with strong problem-solving skills, with the ability to mentor and develop business analysts, and the expertise to deliver business analysis expertise to complex projects from initiation to completion. The EBA reports to the STS Director (Business Analysis (BA) Director) and will work closely with them to evaluate projects, evaluate project risks, provide guidance, and help coordinate overall business analyst efforts of the Enterprise team.

Key Responsibilities:

1. Collaborates with software developers and business solutions architects to ensure a shared understanding of the business model and the detailed functional and non-functional requirements.

2. Leads BA activities to ensure the traceability and optimum coverage of business requirements.

3. Maintains, tracks, and monitors the timeliness and accuracy of necessary escalations.

4. Works with technical leads and business end users to write, plan and execute testing activities.

5. Provides senior management and project management with regular updates on deliverable timeline and project status.

6. Establish and refine business analyst processes, templates and governance frameworks to drive efficiency

7. Responds proactively to both business and project issues and escalates appropriately.

8. Understands business strategy and objectives by studying the business function, gathering information, and evaluating output requirements and formats.

9. Provides mentorship to other team members.

10. Performs other job-related duties as assigned.

Minimum Qualifications:

Bachelors degree in Business Administration, Information Technology, Computer Science, or a related field. Years of experience may be substituted for education:

1. 4-6 years of experience as a Business Analyst or in a similar role.

2. Experience with business process modeling, requirements gathering, and documentation techniques.

3. Experience in both Agile and Waterfall project management methodologies.

4. Experience working in the governmental sector (local, state, or federal)

5. Experience with requirements housing software, such as Azure Dev Ops (ADO).

Relevant certifications are a plus:

1. Agile Certified Practitioner (PMI-ACP)

2. Certification of Capability in Business Analysis (CCBA)

3. Certified Business Analyst Professional (CBAP)

4. Lean Six Sigma

5. PMI Professional in Business Analysis (PMI-PBA)
