Who we are and what we do:

The Tennessee Department of Correction operates and oversees14 prisons across the state, housing some 21,000 offenders. In the community, TDOC supervises 79,000 offenders on probation, parole, or community corrections. The department operates 44 probation/parole offices in 13 districts across the state. The Tennessee Department of Correction operates safe and secure prisons and provides effective community supervision in order to enhance public safety.

Job Overview:

The Tennessee Department of Correction is seeking a knowledgeable and detail-oriented Contracting and Procurement Specialist to support and manage a wide range of procurement and contracting activities. This role is essential to ensuring the departments procurement processes are efficient, compliant, and aligned with state policies and procedures.

Key Responsibilities:

  1. Develop, draft, and manage solicitations including Requests for Proposals (RFPs), Invitations to Bid (ITBs), and Requests for Information (RFIs).
  2. Coordinate and facilitate evaluation committees and scoring processes for competitive solicitations.
  3. Draft and prepare purchase orders and contract documents for all awarded contracts.
  4. Process requisitions and procurement requests for all TDOC divisions.
  5. Communicate with vendors regarding contract terms, amendments, and compliance both verbally and in writing.
  6. Submit Rule Exception.
  7. Requests and ensure proper documentation is maintained.
  8. Prepare and submit Fiscal Review Committee documentation and support materials.
  9. Monitor contract performance and assist with renewals, extensions, and closeouts.
  10. Ensure compliance with state procurement laws, rules, and internal policies Utilize the Edison system for procurement transactions, contract management, and reporting.
  11. Perform additional contract and procurement-related duties as assigned.

Minimum Qualifications:

Bachelors degree from an accredited college or university Minimum of five (5) years of experience in procurement, contracting, or a related field. Experience with the Edison system or similar enterprise resource planning (ERP) platforms is strongly preferred Strong written and verbal communication skills Ability to manage multiple priorities and meet deadlines in a fast-paced environment
