Finance Lead

The Finance Lead is responsible for overseeing all financial aspects of project and program execution, including the development of cost proposals, budget forecasts, financial change orders, and invoice preparation. This role ensures the accuracy, compliance, and timeliness of financial deliverables while supporting program goals and client requirements.

Finance Lead Responsibilities Include:

  • Develop, prepare, and submit cost proposals, budgets, and financial forecasts for projects and programs.
  • Manage and process financial change orders, ensuring accuracy and compliance with contract terms and funding guidelines.
  • Oversee timely and accurate preparation and submission of invoices to clients and funding agencies.
  • Monitor project budgets and expenditures, identifying variances and implementing corrective actions as needed.
  • Ensure compliance with federal, state, and local regulations, including grant requirements such as FEMA Public Assistance and federal block grant programs.
  • Collaborate with program managers and other stakeholders to align financial plans with project objectives and operational needs.
  • Prepare and present financial reports and analysis for senior leadership and external auditors.
  • Coordinate with accounting and finance teams to maintain accurate financial records and support audit activities.
  • Lead efforts to streamline financial processes and improve reporting efficiency.
  • Provide financial guidance and support during contract negotiations and modifications.
  • Train and mentor junior finance staff and support cross-functional teams on financial policies and procedures.
  • Support risk management by identifying financial risks and recommending mitigation strategies.
  • Stay current on changes in financial regulations and industry best practices to ensure ongoing compliance.
  • Performs other job-related duties as assigned

Finance Lead Experience, Education, Skills, Abilities requested:

  • Minimum of 3 years of professional experience in a finance leadership role, preferably within large-scale financial projects, public sector programs, or federally funded initiatives.
  • Direct experience working with FEMA Public Assistance programs, federal block grant programs, or other complex federal funding mechanisms is required.
  • Demonstrated ability to manage and oversee large budgets, financial reporting, cost tracking, and compliance with federal and state financial regulations.
  • Strong understanding of grant management, cost reimbursement procedures, and allowable cost principles under 2 CFR Part 200 (Uniform Guidance).
  • Proven track record in financial planning, forecasting, and analysis in support of high-value contracts or emergency response programs.
  • Excellent communication and collaboration skills, with the ability to present financial data to both technical and non-technical stakeholders.
  • Proficiency in financial systems, Microsoft Excel, and accounting software (e.g., QuickBooks, Deltek, or similar platforms).
  • Strong leadership and organizational skills, with the ability to guide teams and coordinate with cross-functional departments.
  • Ability to work under pressure and manage shifting priorities in a fast-paced environment, particularly during disaster recovery or emergency response efforts.
  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field required; CPA or advanced degree preferred.
  • Must pass pre-employment qualifications of Cherokee Federal
