Job Description:
- Works independently or as part of a team, reviewing personnel-related programs and activities and in evaluating their implementation and administration, including responsibilities for data information tasks and adherence to overall personnel policy.
- Installs, uses, and as needed, changes reporting systems that assess performance factors including workload volume, quality, and effectiveness.
- Reviews personnel operations or update of new and existing systems and procedures for improving effectiveness, efficiency, and management controls.
- Provides information, advice, and assistance to agency management, employees, union representatives, and the public.
- Engages in recruitment efforts using modern techniques to promote state departments, institutions, or agencies.
- Assists in the recruitment and interview processes for prospective employees and assists in managing employee retention initiatives.
- Conducts the new employee orientation program by providing information on department policies and employee benefits; may also assign new employees to offices and workstations.
- Develops and delivers personnel-related training presentations to enhance department employees' skills and knowledge.
- Conducts exit interviews and reviews statistical data or other studies to determine reasons for employee turnover.
- Utilizes applicant tracking systems (ATS) to streamline processes, manage candidate data, and track applicant progress through the hiring cycle.
- Interprets and analyzes collected data to develop comprehensive reports that offer an in-depth understanding of the agency's workforce standing and trends.
- Reviews personnel forms for completeness, accuracy, and compliance with Civil Service Commission rules and regulations.
- Maintains close liaison with the Civil Service Commission, the Department of the Treasury, and other department personnel offices to further the total program of personnel services.
- Researches and assembles information for complex personnel-related studies and investigations.
- Provides technical assistance to agency management on matters of public personnel administration including compensation schedules and fringe benefits.
- Performs technical work of the program area including problem solving that requires review, analysis, and follow-up on telephone calls and correspondence.
- Conducts surveys of individual and groups of positions, units of work, and prepares reports thereof.
- Conducts studies of department personnel routines and procedures to determine the need for updates.
- Prepares clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations.
- Answers inquiries from all sources on interpretation and application of Civil Service Commission rules and regulations and department, division, or unit policies and procedures including layoffs, RIFs, grievances, and appeals.
- Maintains records, reports, and files.
- Prepares correspondence, survey reports, memoranda, analyses, position descriptions, and other written materials using a pre-determined form in the course of official duties.
- Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units
