THE POSITION

The Somerset County Maintenance Office, part of the Pennsylvania Department of Transportation, is actively looking for qualified individuals to apply for the position of Highway Equipment Manager 2. DESCRIPTION OF WORK

In this position, you will be responsible for planning, directing, and overseeing the highway equipment maintenance program within a County Maintenance Organization. Your duties will encompass analyzing and developing the County's fleet model and budget, as well as managing the maintenance, repair, and dispatch of a diverse fleet that includes heavy construction and automotive equipment. You will supervise the equipment repair facilities and their personnel, ensuring that the buildings, grounds, stockpiles, and maintenance areas are well-maintained. Direct oversight will be provided to mechanic supervisors and shop staff, ensuring that operations run smoothly. Additionally, you will prepare, schedule, and implement a preventative maintenance program for both the assigned equipment and buildings, while also reviewing the work of mechanics and garage personnel to assess the quality and quantity of their output. Regular inspections of the equipment will be conducted to identify any needs for replacement, repair, or maintenance, and you will be tasked with developing and monitoring the County Equipment budget. Maintaining the garage facilities in a clean and organized manner will also be a priority. Furthermore, you will administer a training, testing, and certification program for equipment operators, holding certification as a 3rd Party CDL examiner and equipment certifier.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • Shifts may vary depending on seasonal requirements.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year of experience as a Highway Equipment Manager 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience in the repair and maintenance of gasoline and diesel engines and other components of heavy highway maintenance and construction vehicles and equipment including two years of such experience in a supervisory or administrative capacity; or
  • An equivalent combination of experience and training.

Conditions of Employment:
  • This position requires possession of a valid Class A or Class B Pennsylvania Commercial Driver's License (CDL) with air brake restriction removed.
  • This position requires one year of experience or training in the repair or maintenance of diesel engines.
  • This position requires valid PA Class 7 or Class 4 Inspection Mechanic Certification be obtained within the probationary period.
