Technical Writer

Position Summary:

As a Technical Writer, you will provide superior technical and proposal writing services to LCE's Engineering and Technical Services (ETS) line of business. You will work directly with subject matter experts (SMEs), program/project managers and other stakeholders to develop technical content and responses to government-issued solicitations. Solicitations include requests for proposal (RFPs), requests for quotation (RFQs), and requests for information (RFIs).

This a part time position and can be hybrid or remote located within commuting distance of LCE's Philadelphia office.

Clearance Requirement:

  • Must be a US Citizen with a Secret security clearance


Essential Functions and Responsibilities:


  • Provides technical writing and proposal content development in support of ETS portfolio of opportunities
  • Writes clear, persuasive, and articulate proposal sections for responding to government solicitations, ensuring clarity, accuracy, and alignment with solicitation requirements and company standards
  • Develops high-quality, technically accurate, and compelling content for proposals, white papers, and other documentation related to program and project management, information systems, software development, engineering services (testing/troubleshooting/reliability/etc.), equipment maintenance, research and development (R&D), and other professional support services
  • Gathers information required to develop technically compliant responses through independent research and by conducting interviews with technical and management subject matter experts SMEs, program leaders, and proposed key personnel
  • Translates complex information gathered into clear, concise, and persuasive content that addresses solicitation requirements
  • Develops persuasive and customized executive summaries, technical sections (Understanding, Experience, Approach, and Capability), and other relevant content
  • Participates in proposal color team reviews by providing valuable feedback to peer contributors and by implementing peer feedback for assigned sections



Required Education, Skills, and Experience:

  • Bachelor's degree in any field (preferred engineering related or technical discipline)
  • Minimum 4 years of technical writing and/or proposal writing experience is required
  • Strong writing, editing, and proofreading skills with attention to detail and accuracy
  • Strong personal skills and the ability to communicate effectively with both technical and non-technical personnel, including project team members, management, and SMEs
  • Ability to absorb, capture, and translate varied information of a technical nature
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat


Preferred Education, Skills, and Experience:

  • Minimum 2 years of experience writing complex, highly technical proposals for government-issued solicitations is strongly preferred
  • Understanding and working knowledge of US Navy Hull, Mechanical & Electrical (HM&E) systems and equipment is preferred.


Physical Demands and Expectations:

  • Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
