The Site Safety and Health Officer (SSHO)/QC Manager (QCM) position will assist in the development of and implement site-specific health and safety plans, enforcing policies, assessing risk, and ensuring compliance with legal guidelines for a construction company. Work will be performed primarily in the Savannah, GA area and support other projects within the Southern United States (Texas, Oklahoma, Louisiana, Mississippi, Alabama, Georgia, Arkansas, Florida). General construction work will include: operations and maintenance; building renovations and repair; new construction; pre-construction services, IT and physical security upgrades; electrical, plumbing and HVAC; operations and maintenance; and demolition. Civil and utility work will focus on specific electrical and underground water infrastructure (e.g., potable water, storm, sewer) and all associated earth moving services.

The SSHO/QCM is responsible for the management of the Contractor Health and Safety Program (for purposes of this requirement, the Health and Safety Program is equivalent to Safety and Occupational Health Program in EM 385-1-1,U.S. Army Corps of Engineers Safety and Health Requirements Manual). The SSHO shall have the minimum qualifications set forth in EM 385-1-1.



  • Ensure that the requirements of 29 CFR 1926.16 are met for the project
  • Develop and execute health and safety plans in the workplace according to OSHA guidelines and EM385-1-1
  • Must be at the work site at all times to implement and administer the Contractor's safety program and Government-accepted Accident Prevention Plan
  • Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. Attach safety inspection logs to the Contractors' daily production report.
  • Conduct mishap investigations and complete required accident reports. Report mishaps and near misses.
  • Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and make available to the Contracting Officer upon request. Post and maintain the Form 300A on the site Safety Bulletin Board.
  • Maintain applicable safety reference material on the job site.
  • Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings.
  • Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them.
  • Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
  • Ensure subcontractor compliance with safety and health requirements.
  • Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS).
  • Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings.
  • Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.
