About This Role Summary: The Regulatory Compliance Manager executes the regulatory compliance strategy for CAE's global Business Aviation and Helicopter Training (BAT / HAT) European Union Aviation Safety Agency (EASA) and EASA-like Approved Training Organizations (ATOs) and CAE SIMCOM's Federal Aviation Administration (FAA) 14 CFR 142 Certificate and other applicable National Aviation Authority (NAA) approvals. Additionally, this position acts as the SIMCOM Agent for Service and post holder designee on FAA Training Specification A-006, which requires FAA approval, and likewise represents and supports CAE in a similar leadership capacity with respect to other NAA regulatory approvals. As such, this position is the official communication channel between CAE, EASA, SIMCOM's FAA Certificate Management Unit (CMU), and other applicable NAAs through which official correspondence is executed and by whom strategic operating policies are reviewed, revised, and implemented in cooperation with applicable stakeholders and in compliance with all regulatory requirements. Essential Job Functions:
- Serve as the gatekeeper and caretaker of CAE's BAT EASA and EASA-like ATOs, SIMCOM's FAA-issued Part 142 Operating Certificate and other related NAA approvals, supervising a team of Regulatory Specialists and Administrators and working closely with the respective Accountable Managers and other certificate management postholders to preserve and protect the organization's training approvals.
- Act independently of competing internal corporate interests in order to protect and maintain CAE's applicable training organization approvals in good standing with EASA (through Austro Control), the FAA (through the SIMCOM Certificate Management Unit (CMU)), and other NAAs and is critical to understanding and maintaining a positive relationship with the regulatory authorities on behalf of CAE and CAE SIMCOM to ensure a successful and efficient business interface between Industry and the Regulator.
- As the key interface between CAE and the relevant authorities, is mandated to advance the commercial interests ofCAE and CAE SIMCOM with the applicable regulatory bodies in a manner consistent with compliance requirements under U.S., E.U., and other foreign aviation regulations and guidance.
- Regularly visit the primary and satellite Training Centers and to ensure compliance measures are adhered to in collaboration with the applicable Heads of Training and regulatory authority representatives.
- Liaise and coordinate with other key departments and stakeholders to ensure ongoing regulatory compliance with respect to training delivery including client prerequisites and certificate actions, client and instructor/evaluator recordkeeping, Student and Exchange Visitor Program (SEVP) and Transportation Security Administration (TSA) programs, and other facets of aviation training; to manage the acquisition and maintenance of NAA approvals; and to assist in the fulfillment of corporate mandates and objectives.
- Manage all correspondence with the various regulatory authorities, including compliance or enforcement actions, and ensuring timely distribution to relevant stakeholders.
- Lead, guide, and direct internal investigations of potential non-compliances - whether self-initiated or requested by the authority - and provide the necessary disclosures to the authority as appropriate and, where necessary, work directly with other departments to ensure root causes are identified and that corrective actions are developed, implemented, and/or escalated accordingly.
- Collate internal responses regarding compliance issues and respond to the applicable authority to close out outstanding compliance or enforcement actions on behalf of CAE and CAE SIMCOM within the prescribed time.
- Support and advance to the applicable regulatory authority any commercial projects that are subject to regulatory compliance from any stakeholders within the CAE organization.
- Liaise directly with the Quality Assurance and Compliance Monitoring department to ensure ongoing internal audit compliance to satisfy regulatory oversight in this regard and to mitigate any compliance issues.
- Support the development and implementation of corporate regulatory initiatives and, when necessary, coordinate with the Global Regulatory Affairs team on issues requiring escalation or broader industry engagement.
- Collaborate with key leadership across all levels to ensure strategic and operational alignment, maintain compliance, and promote best practices.
Knowledge and Skill Requirements:
- 15 years of experience working in the aviation industry, including at least 10 years in an FAA pilot training environment, or equivalent.
- Highly desirable: 5 years of flying experience with an aircraft operator. Experience as an aviation regulator or in industry positions related to regulations is also welcome.
- Should possess an FAA ATP certificate or other equivalent experience.
- Must exhibit excellent leadership and interpersonal skills and possess a high level of verbal and written communication abilities.
- Must be able to practically analyze complex pilot training and licensing situations across different regulatory authorities.
- Must be able to define and propose creative solutions to regulators to accommodate CAE's needs and those of our customers.
- Must be proficient in the Microsoft suite of business products and Adobe Acrobat.
- MS Project experience is desirable.
- Must possess and maintain a high degree of proficiency in applicable NAA regulations and guidance documents and CAE policies and procedures.
Working Conditions:
- Primary business locations are Dallas-Fort Worth, Texas or Orlando, Florida; however, assignment to any major CAE BAT center or a remote working agreement may be considered for the right candidate.
- Must be able to sit for prolonged periods of time up to 8-9 hours per day.
- Must be able to be on the phone for long periods of time.
- Stooping, squatting, and lifting objects up to 25 pounds may be required.
- Travel up to 25 percent may be required.
