Modern Technology Solutions, Inc. (MTSI) is seeking an Advanced Programs Requirements Manager to support the Air Force Materiel Command at Wright Patterson AFB in Dayton, OH.
Major Duties and Responsibilities:
Serve as a requirements manager assigned to a Major Command supporting the command's efforts to develop and validate weapon system requirements for Advanced Programs.The position enables the Air Force corporate structure deliberations and capability planning process.Activities include but are not limited to the following:
*Manages day-to-day requirements development for Air Force Advanced Programs, encompassing both Lead Command and Implementing Command activities
*Manages Advanced Programs Joint Capabilities Integration and Development Systems' analytic studies and efforts, focusing on capabilities based assessments
*Represents the command on Air Force Capability Development Working Groups and prepares Senior Leaders for participation in the Air Force Board and Council
*Develops, prepares and staffs applicable Joint Capabilities Integration and Development System and Middle Tier Acquisition (Section 804) documents for Advanced Programs
*Defines, develops and advocates for the full spectrum of Advanced Programs acquisition lifecycle requirements to include development, fielding, logistics/sustainment and disposal
*Supports the command's efforts to develop and integrate requirements into the annual Program Objective Memorandum requests to meet Service & Defense Planning Guidance
*Represents the command as a member on integrated product teams for Advanced Programs and prepares Senior Leaders for participation in major milestone decisions
*Represents the command on requirements working groups for Advanced Programs and advises Senior Leaders on attested capability gaps and risk assessment traceability
Required Skills:
*Minimum of 5 years of experience performing USAF technical or engineering support functions
*Possess recent USAF staff experience and knowledge of AFMC staffing processes
*Possess knowledge and experience with weapons systems sustainment and/or acquisition program management processes
*Candidate must have experience with the Advanced Programs Requirements Process
*Twelve (12) months Special Access Program (SAP) prior experience is required
*Candidate must have a strong ability to work in a team environment with demonstrated leadership skills
*The successful candidate will have good organizational and analytic skills, a thorough understanding of standard MS Office tools, be capable of operating in a multi-tasking environment, and possess strong verbal and written communications skills
Desired Skills:
  • Prior military or DoD civilian experience highly desired
  • An understanding of national, DoD and US Air Force statutory and regulatory policies, directives and procedures relating to acquisition, PPBE and JCIDS activities as well as HAF/MAJCOM/NAF experience with programs entering the Materiel Solution Analysis (MSA) phase and continuing through the acquisition lifecycle (ICD, AoA, Milestones, PDR, CDR, IOT&E, etc.) is highly desired
Education Requirements:
*Associates degree required.Bachelor's degree in a technical discipline or equivalent experience highly desired
*DAU Requirements Level B Certification highly desired
*Must meet certification requirements outlined in CJCSI 5123.01 for Requirements Management Certification Training within 6 months of the date of hire
Required Security Clearance Requirements:
*Must be currently TS/SCI cleared or eligible
*Active Top Secret SCI Security Clearance based on a Single Scope Background Investigation (SSBI), SSBI Periodic Reinvestigation (SSBI-PR), or a Phased Periodic Reinvestigation or equivalent investigation current within the previous 5 years
*Candidate will be subject to polygraph and drug testing upon request as a condition of employment.
Travel Required:
*Must be able to travel regularly
