Introduction:

We are seeking a highly analytical and experiencedSenior Business Analystto support IT investment management and acquisition processes. This role involves translating complex business needs into actionable system requirements, conducting financial and market analysis, and supporting strategic IT initiatives. The ideal candidate will have a strong background in IT portfolio management, federal acquisition processes, and financial systems.

This is a proposal-based position; employment is contingent upon contract award and funding availability.

What You'll Be Doing:

  • Analyze business and user needs; document and translate them into system requirements specifications.

  • Provide consultation on complex projects, assessing the business impact of technology solutions.

  • Support IT investment management by preparing portfolio summaries, reviewing business cases, and analyzing enhancement requests.

  • Align IT investments with strategic frameworks (e.g., ZBRA) to improve transparency and close capability gaps.

  • Conduct market research and analyze industry trends to identify viable procurement sources.

  • Demonstrate knowledge of federal acquisition platforms such asNASA SEWP,GWACs, andSAM.gov.

  • Collaborate with stakeholders across acquisition, finance, and IT to ensure alignment and compliance.

  • Support IT category management, cost analysis, and service delivery recommendations.

  • Assist in IT capital planning, policy development, and investment reporting.

Required Qualifications:

  • Bachelor's degree in Business, IT, Finance, or related field with5+ yearsof relevant experience.
    (In lieu of a degree, 8+ years of consulting experience will be considered.)

  • Strong analytical and quantitative skills with the ability to interpret complex documents and solve multifaceted problems.

  • Demonstrated experience with financial systems and IT investment analysis.

  • Proven ability to manage multiple stakeholders and acquisition-related matters.

  • Familiarity with IT service management, vendor/customer relationship management, and business process re-engineering.

  • Top Secret clearance with SCI eligibility and willing to take a polygraph

Location:
This position will be 100% onsite in Washington, DC.

  • Experience with federal IT capital planning and reporting frameworks
