Position Summary:
Responsible for managing and coordinating all federal government security clearances and appropriate Client System Access. This includes preparing new packages and meeting Client notification deadlines when clearance is no longer required. Support Compliance auditing functions, Client Reporting and Audits, and support maintenance of Rosters and Security Clearances. Assist with general Human Resource projects and Talent Acquisition work.
Essential Duties and Responsibilities:
- Manage both electronic and hard copy information necessary to process federal government security clearances, and System Access Requests.
- Ensure all Client and associated company IRS and Fiscal Service rosters are kept current along with HRIS database regarding New Hires, Employee Updates & Office Moves and security clearance progress of employees.
- Ensure all Monthly Client Reports and weekly reports to operations are delivered timely (IRS Monthly Cycle Staffing Report; Weekly Clearance Data report; weekly new hire update; ad hoc reports when requested from Clients or Management)
- Prepare the IRS Monthly Cycle Staffing Report - verify the report is current when the IRS cycle ends, create a new draft version and save the report in the appropriate folder for the PMs. The PMs reach out to all parties prior to the report deadline.
- Prepare a weekly Clearance Data Report for Operations - run a report from HRIS, review data against the current rosters and cycle report, replace data in existing report, refresh pivots, rename, alert OPS
- Prepare a weekly Pipeline report for PMs - update statuses of new hires - done concurrently with the weekly Clearance Data Report
- Ensure all Client System Access Requests for Fiscal Service are completed upon notification of New Hires, Employee Updates & Office Moves in a timely manner. Also, document in HRIS database.
- Processing Fiscal Service CSNG access and revoke request. Complete all required forms, communicate to appropriate parties and track and confirm completion of tasks.
- Process and manage IRS denials. Communicate to appropriate internal staff, create work orders and work with the Employee on any updates.
- Oversee any Recertification Process for Employees and Subcontractors.
- Manage, process and handle the Termination, Leave and Position Changes within the Client prescribed deadlines.
- Attend monthly meeting with PMs to review any outstanding access requests.
- Review Accepted candidate and Employee forms for accuracy and proper completion of forms.
- Prepare paperwork to be shipped to Employees and prepare paperwork to be shipped or submitted to the Client.
- Meet deadlines as defined by our Clients and ConServe.
- Communicate with employees to ensure receipt of Client emails, answer questions and act as the liaison between the Employee and our Clients as needed.
- Work with the employees:
- Update forms if needed.
- Facilitate fingerprint processing: Send follow up emails to employees and answer questions regarding fingerprinting i.e. how to set up appointments for digital fingerprints, where to go for physical fingerprints, expense reports, locations, and driving.
- Meet with employee while submitting online data (eApp) to the government.
- Assist with 5-year re-investigations.
- Assist employees with clearance correction requests and denials.
Education:
- High School Diploma
- Associate degree or equivalent combination of education and related experience preferred
Skills/Requirements:
- One (1) year of Security Clearance, Human Resources or closely related field experience
- Three (3) years of Security Clearance, Human Resources or closely related field experience preferred
- Prior experience managing, maintaining and report generation for a government clearance process or related activity preferred.
- Must maintain a high level of professionalism dealing with confidential and proprietary information.
- Demonstrated detail and organizational skills.
- Strong proofreading skills
- Demonstrated proficiency in MS Word, Excel, PowerPoint and e-mail.
- Ability to implement and/ or demonstrated organizational skills.
- Ability to implement and/or demonstrated time management skills.
- Ability to multitask.
- Strong verbal and written communication skills.
- Ability to understand and comply with all ConServe policies and procedures.
- Ability to work onsite in the Fairport Office as needed.
- US Citizen or Lawful Permanent Resident Alien with three or more years as a Permanent Resident in the U.S.
- Obtain and maintain Government Security Clearance.
- No conflicts of interest with ConServe or our Clients.
