Conduct the general administration of benefits and oversight for a multi-campus urban community college. Coordinate the College's relationship with brokerage and various benefit carriers. Assist the CHRO with contract negotiations, renewals and consulting to meet the needs of the college community and comply with State and Federal regulations.
Essential Duties
Coordinate annual open enrollment processes for TCC offered benefits with the state representatives and benefits vendors. Coordinate new coverage/premium changes for Banner and Benefit Enrollment platform with the HRIS team.
Prepare and distribute various letters, regulatory forms, and other benefit/departmental materials to employees.
Enroll employees in 403(b) program, 457(b) plan, and Teachers' Retirement System of Oklahoma; Manage 403(b) withdraw and loan process.
Consistently communicate IRS guidelines and plan changes to full-time employees. Communicate pertinent information to full time employees including Human Resources workshops, eligibility reminders, qualifying events, etc.
Assist the CHRO in evaluating benefit plans including research, cost analysis, and utilization. Recommend changes for potential cost savings.
Manage annual ACA reporting and monitor ongoing ACA eligibility.
Manages the employee ADA and FMLA process.
Actively maintain and increase knowledge of legal issues related to benefits and Human Resources by making recommendations for procedural changes to ensure the College's compliance with HR law.
Supervise the Benefit Administrator and ensure accuracy of payroll and billing, as well as the processing of FMLA, LTD claims, and retiree benefit programs.
Supervise the Wellness Manager in designing, implementing, and maintaining the TCC employee wellness plan.
Schedule and meet with retiring employees to provide guidance through the retirement process including paperwork and auditing for Teachers' Retirement System of Oklahoma purposes.
Develop and collaborate further employee wellness initiatives.
Minimum Qualifications
Bachelor's degree in Business, Human Resources, Education or a related field. Degree requirement may be substituted with relevant and equivalent work experience.
5 years experience with Human Resources in managing employee benefits.
Working knowledge of federal and state laws affecting benefit plans such as: FMLA, ADA, ACA, ERISA, etc.
Experience with HRIS systems to manage benefits.
Experience analyzing and managing wellness programs to reduce benefit premiums.
Ability to work in a team-oriented environment utilizing effective interpersonal skills.
Sensitivity when handling confidential information in a professional and discreet manner.
Preferred Qualifications
Master's degree in Business, Human Resources, Education or a related field. Degree requirement may be substituted with relevant and equivalent work experience.
Attention to detail with excellent organizational skills.
Experience with Teachers' Retirement System of Oklahoma.
