We are seeking a Finance Business Operations Manager who will serve on a high-visibility, large-scale Earned Value Management (EVM) project, ensuring compliance with EVMS principles and contractual requirements. While on a hybrid work schedule, the selected candidate will have a telework schedule and must have the ability to work onsite a minimum of two days per week. Responsibilities include:



  • Review and interpret contract terms and conditions (T&M, FFP, CPFF) with a focus on financial compliance and deliverable execution.
  • Own the setup and ongoing financial management of the EVM project in Unanet ERP, including baseline establishment and change control
  • Prepare and deliver contractual and internal reporting requirements (e.g., spend plans, 75% cost incurred reports, CDRLs, monthly status reports)
  • Develop and maintain detailed budgets and forecasting models aligned with project milestones and annual operating plan (AOP) goals
  • Implement EVM-compliant revenue recognition methodology and provide detailed variance analysis (cost, schedule, and estimate at completion)
  • Track and report direct material purchases, subcontractor performance, and open commitments to support earned value metrics
  • Support or lead pricing efforts for contract modifications and new work proposals
  • Identify, quantify, and track program-level risks and opportunities, integrating them into project forecasts and reports
  • Review and approve direct cost requisitions and manage cost control across all project elements
  • Manage advanced spending or at-risk approvals and related tracking
  • Partner with Accounts Receivable to drive accurate, timely billing and resolve aged or unbilled revenue issues
  • Communicate proactively with project management, contracts, and customer stakeholders to support program success



Minimum Qualifications:



  • Bachelor's degree in finance or accounting with 8+ years related project control experience
  • 8+ years Earned Value Management (EVM) experience
  • Strong working knowledge of federal contracting concepts, practices, and procedures as related to Accounting and Finance
  • Intermediate to Advanced Excel skills required (Index & Match, Pivot tables, Nested IF Statements, V-Lookups, Sumifs, Unanet, Oracle and Cobra)
  • Familiarity with other Microsoft Office applications
  • Ability to obtain and maintain a DoD Secret Security Clearance

  • Master's degree and minimum of years 10 years of project control experience.
  • Organized, detail-oriented, analytical, positive personality, able to multi-task in a fast-paced, deadline-driven environment
  • Excellent written and verbal communication skills
  • Self-starter who takes initiative and works well with others or independently
  • Customer-centric mindset, ability to translate customer issues/needs into profitable business solutions
  • Possess a DoD Secret Security Clearance


Salary Range: $124,000 to $164,000
