Position Description

**This position is restricted to employees within the Public Works Department.** Under general supervision functions as a lead worker over crews engaged in construction and replacement of sewer main, storm main, catch basins, manholes, outfalls, and related appurtenances Work Location This position currently works on-site only. The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

- Function as a lead worker performing manual labor with crews engaged in the construction and replacement of sanitary and storm mainline as well as other sanitary and storm system components.
- Train subordinates in all facets of the job including equipment operation, and safety procedures, as well as operational policies and procedures.
- Sets pipe to correct alignment and elevation from surveyor's stakes.
- Checks the work of public work service workers to determine if ditch is excavated proper specifications per engineering prints.
- Judges soil conditions and installs appropriate shoring to protect excavations from failure.
- Make sure that pipe joints are watertight and that joints are restrained when necessary.
- Make sure that soils are properly compacted during backfill operations.
- Maintain records of time for payroll purposes and is responsible for other routine records and paper work of time materials, tools used, etc.
- Work with City departments and citizens to answer questions and resolve problems.
- Assist with the following:
- Installation or repair of manholes.
- Installation or repair of catch basins.
- Installation or repair of outfalls.
- Installation or repair of grit chambers.
- Installation or repair of box culverts.
- Directing equipment operators and truck drivers engaged in excavation or back-filling operations and utilization of hand tools to excavated around buried utilities.
- Use of jackhammers, carborundum saws, and other construction tools.
- Installation of wood piling or steel sheeting.
- Installation of trench boxes or corrugated shields.
- Dewatering excavations, if necessary.
- Sanitary and/or Storm system bypass operations, if necessary.
- Perform additional duties as assigned.
Working Conditions: Constant exposure to the elements, dust, dirt, chemicals, loud noises, gases and traffic.
Physical Requirements: Ability to stand and walk for long periods on rough, uneven surfaces; frequent push/pull, bending, twisting, lifting and maneuvering of objects weighing up to 100 pounds. Ability to work outside on a year-round basis including in confined spaces such as tunnels and manholes.

Required Qualifications

Minimum Qualifications: High School Diploma Minimum Experience: Two years of related experience with at least six months as a certified Lead Pipelayer III in Sewer Construction Desirable Qualification: Class S-D Wastewater Treatment Facility Operator Certificate Licenses/Certifications: Ability to maintain a valid Class B Commercial Driver's License with Tanker Endorsement.
Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Selection Process The examination/selection process for this position may consist of a rating of training and experience, or written exam (80%) and seniority (20%). Since the examination selection process may consist of a rating of training and experience, it is to your advantage to be as complete and thorough on your application form, supplemental questions and other support documentation/materials as is possible. Minimum passing score 70.00. At each step of the selection process, the department reserves the right to limit the number of applicants to be tested. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Medical Exam After a conditional job offer, candidates will be required to pass a medical examination which includes a physical screening. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Laborers #363. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

- Working knowledge of standards of hazards and the standard precautions to be used in the performance of assigned duties.

- Ability to maintain records and prepare routine reports on work activities supervised.
