This position is responsible for all the duties of the Central Processing Assistant which includes the procurement of blood specimens from patients for laboratory procedures, transporting of the blood samples to the laboratory, and processing of the specimens in preparation for analysis. In addition, this position serves as a resource to the staff in the Central Processing area of the lab and as the coordinator for training of new staff members and students.

I. Major Responsibilities:

1. Proper identification of the patient using two identifies: patient name and date of birth.
2. Perform a variety of routine and complex blood drawing procedures to include venipuncture and capillary puncture (finger and heel sticks) using standardized equipment.
3. Respond to all STAT blood work requests within 30 minutes. Respond to all timed specimen requests within + / - 15 minutes.
4. Confer with patients to obtain information for laboratory records, explain procedures, allay fears and elicit cooperation.
5. Transport specimens to the laboratory while maintaining specimen integrity.
6. Adhere to standard precautions and all infection control policies and procedures.
7. Prepare, process, label and store patient specimens according to departmental procedures using approved techniques and equipment, for subsequent analysis by the clinical laboratory.
8. Respond to the pneumatic tube system and disperse patient specimens to the appropriate lab section in an efficient manner.
9. Coordinate the training of new staff members and phlebotomy students to the Central Processing department. Provide technical guidance to Phlebotomy students and new employees.
10. Assist with the scheduling of staff work assignments, ensure smooth work flow; work assignments are arranged to maximize productivity.
11. Perform all computer functions (i.e. quick registration, patient scheduling and check-in, ordering tests, and receiving specimens) in an accurate, timely and efficient manner.
12. Review uncollected lists on a regular basis; ensuring all specimens have been obtained.
13. Centrifuge, aliquot, and appropriately store all reference laboratory specimens per laboratory policies and procedures. Build transport batches to prepare specimens for courier pickup.
14. Mail and fax laboratory reports to physician offices.
15. Schedule the collections of home draws and other off-site locations.
16. Provide routine specimen pick-up for all physicians in adjoining medical / professional buildings.
17. Perform all duties at the Outpatient Lab front desk including but not limited to greeting the patient, placing lab orders in the laboratory information system, check tests ordered and diagnosis for medical necessity, deliver ABN (advance beneficiary notice), and make necessary phone calls to physician offices for clarification of orders.
18. Maintain entire work area in a neat, clean, and organized manner.
19. Maintain phlebotomy trays in a neat, organized, and professional manner.
20. Answer the central processing and outpatient laboratory telephones within 3 rings.
21. Oversees the reference laboratory pending work list, releases reference laboratory results so they are viewable by nursing and the physicians. Resolves issues with reference laboratory testing as they arise.
22. Adapts to changes in a crisis situation (i.e. short staff, computer downtime).
23. Assists supervisor with observing and documenting the annual competency of the Central Processing staff.
24. Notifies supervisor of employee related issues or unusual concerns in the supervisor's absence.
25. Assists supervisor with the writing of departmental procedures according to CLSI (Clinical Laboratory Standards Institute).
26. Assist with the data collection for performance improvement initiatives.
27. Assists in maintaining the online lab test catalog so all users have current information.
28. Meets established productivity standards.
29. Facilitates and promotes the sharing of knowledge and content throughout departments.
30. Takes responsibility for ensuring that all work outcomes satisfy the UMass Memorial Health System True North.
31. The individual must support the mission, vision, and goals of HealthAlliance-Clinton Hospital and serve as a role model for CARES values.

II. Position Qualifications:

License/Certification/Education:
Required:
1. Associates Degree in a medical / science related field

Preferred:
1. Phlebotomy certification through American Society of Clinical Pathology PBT(ASCP)

Experience/Skills:
Required:
1. Ability to endure periods of heavy workload and stress.
2. Must possess ability to coordinate eyes and hands to fingers rapidly and accurately in making precise movements with speed.
3. Must possess good communication and customer service skills.
4. Working knowledge of Microsoft Office programs.
5. Minimum of 1 yr of phlebotomy experience with patients of all ages.

Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.

Department-specific competencies, including age-specific competencies and their measurements will be developed and maintained in the individual departments. The competencies will be maintained and attached to the departmental job description. Responsible managers will review competencies with position incumbents.
