Effective July 1, 2025, the pay rate will increase by 3.063% in accordance with the cost-of-living adjustment (COLA). The new annual salary range for this position will be $120.862.35 to $154,429.39.

What You'll Contribute 

The City of West Hollywood is seeking a dynamic and innovative Project Development Administrator to join our Community Development Department. The Project Development Administrator will primarily focus on managing and advancing the Sunset Boulevard Arts & Advertising program, which aims to transform this iconic corridor into a world-class arts and advertising district. This role involves coordinating with stakeholders to develop and implement policies that integrate cutting-edge off-site advertising signage types, public art installations, façade improvements, and related public realm enhancements along Sunset Boulevard. Responsibilities include facilitating permits and approvals for new signage and art projects; analyzing development proposals for alignment with program goals; serving as liaison between property owners, businesses, artists, and city departments; monitoring program metrics and preparing progress reports; organizing community engagement initiatives to ensure public input; researching best practices from similar districts worldwide; and developing recommendations for program enhancement. The position requires expertise in California development agreement practices, urban planning principles, land use regulations,  and outdoor advertising regulations within a framework that balances economic development with aesthetic and cultural considerations.

 

The ideal candidate will have:

  • Strong project management skills with experience in development, advertising, real estate, or public-private partnerships 
  • Experience with revenue generation strategies, contract negotiations, and financial analysis 
  • Excellent communication and interpersonal skills to effectively engage with stakeholders, including property owners, advertisers, city officials, and community members 
  • Advanced analytical abilities to evaluate financial agreements, advertising metrics, and program effectiveness 
  • Knowledge of outdoor advertising industry trends, digital signage technology, and urban design concepts 
  • Understanding of land use planning, zoning regulations, and public benefit policies 
  • An appreciation for the intersection of arts, advertising, and urban design in public spaces

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
  • Bachelor's degree from an accredited four-year college or university in a related field; and,
  • Four to five years of progressively responsible experience; or,
  • Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
