This position reports to the Fuels Facility Manager. We are seeking a dynamic Program Manager who has the ability to provide coordination and leadership of the safe and compliant implementation of the Hanford Site Lockout/Tagout (LOTO) process at the facilities consisting of CSB/ISA/CSA, WESF, MASF. In this role, the Program Manager will review work documents, engineering documents, and interface with diverse groups such as operations, maintenance, engineering, management, construction, Other Hanford Contractors, bargaining unit and other project support staff. Additionally, this integral role will support the Hazardous Energy Control Technical Review Board (HECTRB) for the Fuels project, ensuring appropriate representation of the Fuels Project at HECTRB, and conducting Fuels COA Group briefings on HECTRB business.
A day in the life of a LOTO Program Manager involves:
Leading as the Primary Controlling Organization Administrator (PCOA) within the Fuels Facilities Project, which will include the following responsibilities:
* Coordinate the development of energy controls for technical work documents * Evaluation of hazards that require the use of LOTO * Determining the method of LOTO to be used * Preparation of Tagout Authorization Forms (TAF), and Eight Criteria Checklists
Assist Release Authorities/Shift Operations Managers with:
* Conducting COA lock and tag briefings * Authorizing installation and removal of LOTO * Ensuring safe condition checks are completed * Ensuring the project is aware of pending LOTO installation/removal * Review work packages for LOTO needs/ attend planning meetings when required
Administering the LOTO program:
* Oversee/perform LOTO surveillance process * Participate in annual LOTO audits * Ensuring availability of appropriate lockout/tagout locks, devices, supplies, etc. * Oversee the mentoring and training of Fuels Facilities COA qualified personnel
Executes other duties as assigned by Operations Management.
Performs work in a safe, compliant, and cost-effective manner!
Basic Qualifications
Senior Grade 21: Bachelor's degree or equivalent combination of education and experience plus 10 or more years of relevant experience.
Desired Qualifications
* Extensive experience with facility/engineering documents and facility process/systems. * Experience with the Job Control System/work management programs. * 10 or more years as a Controlling Organization Administrator following DOE-0336 or another OSHA-compliant program. * Current or prior qualification as a nuclear facility Shift Manager.
Compensation & Benefits
In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.
Expected annualized pay range based on full time schedule (40 hours per week):
Senior Level Grade 21: $123,500 - $197,650
In addition to base pay, employees may be eligible for variable pay awards.
