Department Information

The Office of Economic Development and International Trade ("OEDIT") was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT's divisions work together to offer economic development services for all Colorado businesses - new and expanding, traditional and emerging, small and large - including retention programs to ensure continued competitiveness of Colorado's economic base, and job training to keep Colorado's workforce the best in the nation.

The Business Funding & Incentives (BF&I) division at OEDIT supports programs overseen by the Colorado Economic Development Commission (EDC) to provide funding and performance-based incentives needed to create and retain jobs in Colorado, to provide access to capital to small businesses and several other economic development areas. The BF&I division encourages growth in businesses that will create new jobs at or above the annual average wage for their communities by providing these businesses with financial and technical assistance through more than 20 different programs. BF&I's support of business attraction, growth, and retention in the state, as well as unique local and regional economic development opportunities, makes Colorado a great place to do business.

NOTES:

This position offers full-time employment as an exempt, at-will State of Colorado Employee with an anticipated duration through June 2027, with the possibility of extension based on available funding.


This announcement may be used to fill multiple openings.

This position requires the applicant to live within 30 miles of downtown Denver and to work in the office at least two days per week.

This Financial Analyst & Program Manager position is within the Business Funding and Incentives (BF&I) division of OEDIT. BF&I manages a number of economic development programs. This position will focus mainly on the Job Growth Incentive Tax Credit and the Strategic Fund programs. These programs are two of the main tools the Economic Development Commission uses to attract, retain, and expand business activity in the State. The person filling this position will assist the Deputy Director in the administration of these and other programs.

This position will be a hybrid of a Financial Analyst and a Program Manager. With the emphasis on the Financial Analyst duties, the individual who will excel in this position will have a keen interest in working with and analyzing datasets in spreadsheets and who has an ability to identify and correct data anomalies by working closely with the companies who are incentive recipients.

Working as a Program Manager, the individual will be responsible for developing program documentation, policies, materials, scope of work development, support for procurement, reporting, processing payments, contract management, and other materials needed for implementing and administering several economic development programs.

In both roles, this individual will be organized, diligent, communicate well, have strong financial skills, and can work independently as well as within a team.

The ideal candidate for this position will be a self-starter, with experience in financial, data and economic analysis, government contracts and program development and management. The candidate is detail-oriented, collaborative with cross-functional partners, can manage multiple responsibilities, and is committed to developing public programs with an equity, diversity, and inclusion (EDI) lens.

Specific Duties Include:

  • Perform summary financial analysis on the companies applying for state incentives. Including communicating with applicants to obtain the required information needed to perform the analysis. Then summarize findings in a report that will be evaluated by the Colorado Economic Development Commission (EDC)

  • Calculate the performance and incentive amounts for companies already granted awards by the commission

  • Analyze program data to find and correct errors, to evaluate program performance, and make ad-hoc reports.

  • Respond to legislative and public information requests under tight deadlines

  • Support meeting preparation, scheduling, and compiling materials

  • Utilize economic and demographic data sets

  • Track program metrics and support program analysis and evaluation. Coordinate collection and validation of data. Work with databases

  • Prepare and track budgets for grants and programs, collaborating with accounting and senior staff

  • Maintain and improve program guides and provide data for web pages

  • Support other BF&I team members in financial, analytical, reporting, accounting and payment processing duties particularly during peak load work periods

  • Draft and implement RFPs and contract scopes of work in collaboration with the procurement officer.

  • Design program implementation mechanisms for grant, loan, and technical assistance programs.

  • Help to design program policies and rules and implement statutory requirements, including those of the Strategic Fund, the federal American Rescue Plan Act, and the Colorado Recovery Plan Stimulus. This person will become the subject matter expert on the allowable uses of funds from all these different sources and will be a knowledge resource to all of OEDIT's divisions.

  • Oversee contract performance, reporting, and initiating payments for programs directly administered by the Business Funding and Incentives division.

  • Create and track budgets, interfacing with state financial reporting and accounting systems.

  • Special Assignments. Takes on other assignments and special projects per direction from the Division Director

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • Expert Excel skills required including; ability to design, construct, and modify complex pivot tables and financial models and use advanced data analysis functions in Excel

  • At least three years of experience in program administration, detailed business processes, financial analysis and evaluation of companies

    • Or: Bachelor's degree in finance, business administration, economics, CPA designation, or a closely related field.

Preferred Qualifications:

  • Experience in government program administration that involved supporting a variety of programs and time-lines

  • Experience with interpreting statute and contract requirements

  • Experience with the State accounting system (CORE) and knowledge of State of Colorado Fiscal Rules.

  • Knowledge of Colorado State Fiscal Rules

Required Competencies:

Personal Integrity and Responsibility: a high level of personal responsibility for time-management, prioritizing deliverables under a heavy work-load, and driving results for the public good with a high degree of autonomy. Highly organized with strong attention to detail.

Computer Skills: This position requires intermediate to advanced computer skills. Expert Microsoft Excel - create models, manipulate datasets, use formulas, link data, and create pivot tables. Microsoft Word - write memos and letters and utilize a variety of formatting options. Preferred; Salesforce reporting and development.

Financial and Accounting Literacy: Review and interpret business Income Statements, Balance Sheets, Cash Flow Statements, Capitalization Tables, and Breakeven Forecasts.

Customer Service and Communication: demonstrate a commitment to excellent service. Effective (and diplomatic) written and verbal communication.

Flexibility: Willingness to take on other, new, related duties and special projects as required by management. Able to adjust to new priorities and changing requirements and processes.

Supplemental Information

Salary Range: $65,000 - $80,000 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
