Responsibilities
The Sponsor is looking for a highly skilled Systems Engineer with proficiency covering at least two of the various technical areas below:
- Radiofrequency and optical
- Technical surveillance
- Cyber security and networks
- In-building power systems
- TEMPEST
- Acoustic signals
The ideal candidate will be creative, self-driven, curious, research-oriented and comfortable defining a path through ambiguity toward high-level goals. The successful candidate should be comfortable learning about international systems, technologies, and operations, many of which leverage physical phenomena in innovative ways. This position consists of, but is not limited to the following:
- Identify and maintain awareness of sources of technical data to support intelligence analysis, obtain and maintain access to such data, and develop/perform queries against those sources.
- Provide initial risk/insider thread analysis using both qualitative and quantitative approaches, develop analytic judgements such as relevance or vulnerabilities, and prepare briefings/reports documenting the methodology used and the results obtained.
- Discover and forecast new technologies and products advancing mission capabilities.
- Scout and perform marketing analysis assessing the potential of new products, support technology transfer and adoption.
- Develop and execute advanced security strategies and solutions, ensuring the organization's systems and data are protected against evolving threats.
- Recommend system enhancements to improve security deficiencies through the development testing and integration of network security threats.
- Implement network security measures including access controls, intrusion detection/prevention, and encryption.
- Provide independent CI assessment of projects regarding technical risk including risk definition, assessment, prioritizing and mitigation.
- Reviewing technical expertise and providing detailed understanding of current systems and potential system improvements may involve modeling and prototyping.
- Research, test, and recommend new network hardware, software, and services.
- Evaluates reliability of materials, properties and techniques used in production; plans, designs, and develops electronic parts, components, integrated circuity, mechanical systems, equipment and packaging, optical systems and/or DSP systems.
- Coordinates and consults with research engineers or scientists and Sponsor representatives to resolve system issues and problem statements.
- Conduct investigative activities to improve existing products or procedures.
- Provide highly specialized knowledge and expertise to support requirements or issues related to threats and vulnerability, policy and regulations, intelligence and optimizing organizational processes and needs.
- Collaborates with developers, fellow engineers, project managers, clients, and other stakeholders to understand the requirements and scope of projects.
- Operate and test novel technical collection equipment and produce formalized assessments of their capabilities.
- Evaluate technical systems for the presence of electromagnetic and on-network signatures, producing formal reports on these signatures.
- Make recommendations to mission partners on the implementation of technical security countermeasures.
- Partners with international organizations, in the Sponsor's direction, to jointly investigate phenomena of interest. This will require infrequent overseas travel of approximately three one-week trips per year.
All personnel joining the Sponsor undergo an additional security review prior to arrival and can take anywhere from 7 business days to 45+ days.
Qualifications
Required:
- Must possess and be able to maintain a TS/SCI clearance with Polygraph.
- BS 12-15 years of experience, MS 10-13 years of experience, or PhD 10+ years of experience.
- At least 5 years of experience in engineering and/or specialty field.
- Expertise in at least two of the various technical areas below:
- Radio-frequency and optical
- Technical surveillance
- Cyber security and networks
- In-building power systems
- TEMPEST
- Acoustic signals
- Excellent engineering and design aptitude with strong attention to details is required.
- Thorough understanding of systems engineering.
- Prior experience conducting experiments to determine properties/capabilities, limitations, and usefulness.
- Proven efficacy in system troubleshooting and performing quality control and function test to gauge performance.
- Experience evaluating and prioritizing all analytical requests.
- Communicate effectively with team members, managers, Sponsors, and business partners throughout the project lifecycle (project updates, scope changes, challenges, data changes).
- Strong problem-solving and analytical skills.
- Ability to work in a team-oriented environment.
- Priori experience formally documenting information for the Sponsor's field sites.
Heavily Desired:
- Minimum of 16 years of experience with a bachelor's degree in a technical field.
