The Budget Office, consisting of three FT permanent positions, provides institutional support by implementing the institution's ongoing operational needs, strategic goals and objectives into a fiscal plan for university operation. The department maintains and reports university budget data and provides budgetary information to its constituents according to the policy of The University of North Carolina System Office. In addition, the department conducts ongoing analysis of university operations to identify areas of financial weakness and promote the implementation of best budgeting practices, ensuring efficiency and effectiveness throughout the university.
Primary Description of Work
The main purpose of this position is to serve as the Budget Office point of contact for campus budget managers and business officers, providing guidance on budget actions throughout the fiscal year. The position is responsible for analyzing and approving budget transfers, purchasing contracts, and temporary salary HR actions. Responsible for processing operating and position budget transactions. This position also manages the Budget Office inbox, the dual employment process, and campus training for business officers and budget managers. Provides support to Senior Budget Analyst and Director of Budget in the execution of Budget Office projects, major budget cycle processes, and month & quarter-end reconciliations.

Description of Responsibilities and Duties
Provide guidance and support to campus budget managers and business officers for operating and position budget actions as the primary Budget Office point of contact. Provide Budget Office training to new and existing campus budget partners to utilize budget reports and ERP. Oversee Budget Office inbox to analyze and approve budget & HR actions, route for additional approval as required, and track all budget & HR actions to ensure optimal customer service levels. Process position & budget actions in Banner and IBIS (NC Integrated Budget Information System). Oversee dual employment process and reconciliations, working with campus budget partners, the Controller's Office, and Payroll to ensure timely and accurate disbursements of dual employment actions. Provide support to Senior Budget Analyst and Director of Budget in the execution of budget office projects, major budget cycle processes, and month & quarter-end reconciliations. Assistance in these areas includes processing and tracking budget entries, providing ad-hoc data requests, and budget variance identification and analysis. Participation in testing and implementation of Budget Office projects and system improvements.

Provide guidance and support to campus budget managers and business officers for operating and position budget actions as the primary Budget Office point of contact. Provide Budget Office training to new and existing campus budget partners to utilize budget reports and ERP system.

Manage Budget Office inbox to analyze and approve budget & HR actions, route for additional approval as required, and track all budget & HR actions to ensure optimal customer service levels. Process position & budget actions in Banner and IBIS (NC Integrated Budget Information System). Provide budget office approval of purchase contracts and MCD allowances.

Manage dual employment process and reconciliations, working with campus budget partners, the Controller's Office, and Payroll to ensure timely and accurate disbursements of dual employment actions.

Provide support to Senior Budget Analyst and Director of Budget in the implementation and execution of Budget Office projects, major budget cycle processes, and month & quarter-end reconciliations. Minimum Qualifications
Mid-career with Master's and 1-2 years experience; Bachelor's and 2-4 years experience
