Position Summary:

Oasys is seeking a Computer Systems Engineer Architect to support the United States Coast Guard (USCG) at the Aviation Logistics Center (ALC)-Information Systems Division (ISD). The Computer Systems Engineer Architect will provide strategic leadership in enterprise architecture, systems engineering, and data architecture to guide application modernization, DevSecOps initiatives, and long-term IT sustainment across USCG's logistics, maintenance, and financial domains.

Primary Responsibilities:

  • Lead the design, development, and evolution of enterprise system architecture across ALC-ISD's application portfolio, ensuring integration with USCG's overarching Enterprise Architecture (EA) policies and CGEA standards.
  • Serve as the technical authority for aligning applications with cybersecurity, configuration management, and operational requirements under Agile and DevSecOps practices.
  • Design and optimize system architectures that support business objectives, asset logistics, and sustainment strategies for both new and legacy systems.
  • Act as a Data Architect, creating and maintaining ERDs, data flow diagrams, data dictionaries, metadata schemas, and interfaces for data integration and reporting across systems.
  • Develop and maintain all EA artifacts in the USCG-approved system of record (e.g., repository or modeling tool), ensuring documentation is current, consistent, and audit-ready.
  • Support solution development with technical specifications, regression test plans, validation artifacts, and security architecture input required for ATO compliance.
  • Evaluate and recommend GOTS, COTS, and emerging technologies for integration with ALC systems; perform trade-off analysis for technology selection based on security, scalability, and cost-effectiveness.
  • Collaborate with stakeholders, project managers, and development teams to translate requirements into system architecture and design plans that meet mission-critical performance and availability standards.
  • Participate in system debugging, performance tuning, and solution deployment for highly complex enterprise applications.
  • Mentor developers and analysts in EA standards, software development methodologies, and data architecture best practices.
  • Support USCG modernization efforts through technical leadership on software standards, version control, and transition strategies to support a five-year sustainment roadmap.
  • All other duties as assigned by management.

Skills/Qualifications:

  • Deep expertise in enterprise systems engineering, application architecture, and large-scale IT solution design in federal environments.
  • Advanced proficiency in Ingres, SQL, PL/SQL, Oracle, and Microsoft SQL Server, with the ability to optimize stored procedures, triggers, and views.
  • Experience using system modeling tools and EA repositories to manage artifacts and architecture views.
  • Familiarity with enterprise DevSecOps toolchains including Kubernetes, Jira, Confluence, and Bitbucket.
  • Excellent communication, technical writing, stakeholder engagement, and mentoring skills.
  • In-depth understanding of cybersecurity architecture frameworks, STIG compliance, and NIST 800-53 controls integration.

Education/Experience Requirements:

  • Bachelor's or Associate's degree in Computer Science, Math, Information Technology, Engineering, or related field. Six (6) years of directly relevant experience may substitute for three (3) years of formal education.
  • Minimum of six (6) years of experience with Ingres relational database software, SQL, Microsoft SQL Server, and Oracle relational database software.
  • Minimum of six (6) years of experience in principles, practices, or procedures used in application/system lifecycle development, engineering, programming, and/or analysis phases.
  • Minimum of six (6) years of experience with Procedure Language/SQL and stored procedures and triggers.
  • Minimum of six (6) years of experience in a System Modeling Tool.
  • Minimum of six (6) years of experience with Kubernetes, Jira, Confluence, and Bitbucket.
  • Demonstrated experience working in support of federal government enterprise applications preferred.

Clearance:

  • U.S. citizenship required
  • Must have or be eligible to obtain a Position of Public Trust or DoD Secret Clearance.

Certification Requirement:

  • CompTIA Security+
  • Additional certifications (Network+, AWS Certified Cloud Practitioner, Microsoft Azure Fundamentals, ITIL Foundation, TOGAF or other architecture frameworks) are a plus.

Work Location:

  • Elizabeth City, NC - On-Site - Hybrid - Must be able to be onsite a minimum of two to three days a week.
  • North Carolina Region - Must be able to be onsite a minimum of two to three days a week.
