Position Summary:

Oasys is seeking a Senior Computer Systems Analyst to support the United States Coast Guard (USCG) at the Aviation Logistics Center (ALC)-Information Systems Division (ISD). The Senior Computer Systems Analyst will assess user needs and existing processes to design and improve computer systems across various business functions like finance, HR, and accounting. They develop solutions, evaluate software options, and prepare cost-benefit analyses to support decision-making. Strong technical expertise and communication skills are essential for working closely with end users and ensuring successful system implementation.

Primary Responsibilities:

  • Analyze science, engineering, business, and other data processing problems to implement and improve computer systems.
  • Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations.
  • Analyze or recommend commercially available software.
  • Provide analysis and design of business systems for different applications such as: financial, accounting, human resources, and other enterprise systems.
  • Handle test scripts and service requirements; work closely with end users on project development and implementation.
  • Analysts should have a working knowledge of relational database environments, structured analysis, data modeling, information engineering, mathematical model building, sampling, and cost accounting to plan the system.
  • Specify the inputs to be accessed by the system, design the processing steps, and format the output to meet the users' needs.
  • Prepare cost-benefit and return-on-investment analyses to help management decide whether implementing the proposed system will be financially feasible.
  • All other duties as assigned by management.

Skills/Qualifications:

  • Expertise in systems analysis, data modeling, structured analysis techniques, and process reengineering methodologies.
  • Strong understanding of Agile software development and DevSecOps delivery frameworks.
  • Knowledge of relational databases (Ingres, Oracle, SQL Server) and their role in enterprise applications.
  • Familiarity with API integrations, data transformation techniques, and configuration management.
  • Proven ability to analyze and align system capabilities with RMF, Section 508, and Zero Trust compliance.
  • Strong interpersonal communication, technical writing, and stakeholder engagement skills.

Education/Experience Requirements:

  • Bachelor's or Associate's degree in Computer Science, Math, Information Technology, Engineering, or related field. Five (5) years of directly relevant experience may substitute for two (2) years of formal education.
  • Minimum of five (5) years related experience in software engineering, including the design, coding, testing, and documentation of computer programs.
  • Experience in principles, practices, and procedures used in phases of applications/systems lifecycle development, engineering, programming, or analysis.
  • Experience with databases, network infrastructure, and data processing techniques.
  • Minimum of two (2) years of experience in an Agile DevSecOps software and engineering environment and Methodologies.
  • At least two (2) years of experience with Kubernetes, Jira, Confluence, and Bitbucket.
  • Demonstrated experience working in support of federal government enterprise applications preferred.

Clearance:

  • U.S. citizenship required
  • Must have or be eligible to obtain a Position of Public Trust or DoD Secret Clearance.

Certification Requirement

  • CompTIA Security+
  • Additional certifications (Network+, AWS Certified Cloud Practitioner, Microsoft Azure Fundamentals, ITIL Foundation, or similar credentials) are a plus.

Work Location:

  • Elizabeth City, NC - Hybrid
  • North Carolina Region - Must be able to go on-site at least three days a week.
