Position Summary:

Oasys is seeking a Computer Systems Engineer/Architect to support the United States Coast Guard (USCG) at the Aviation Logistics Center (ALC)-Information Systems Division (ISD). The Computer Systems Engineer/Architect will focus on designing, integrating, and optimizing complex system architectures and data flows supporting mission-critical logistics and sustainment systems.

The selected candidate will assist in lifecycle management, modernization, and secure operation of new and legacy platforms. The role involves developing and maintaining architectural artifacts, data models, and system specifications in support of enterprise applications, databases, and infrastructure.

Primary Responsibilities:

  • Design, document, and support system architecture models and infrastructure solutions that align with USCG enterprise architecture (CGEA), cybersecurity, and operational performance objectives.
  • Develop and update system diagrams, data flow mappings, metadata schemas, interface definitions, and component-level models using USCG-approved system modeling tools.
  • Translate business and technical requirements into secure and scalable architecture solutions supporting hybrid environments (on-premise, cloud, containerized).
  • Assist with configuration management, system hardening (STIGs), and security architecture planning to support ATO sustainment and NIST 800-53 compliance.
  • Support the integration of GOTS, COTS, and open-source tools into the ALC-ISD architecture using DevSecOps toolchains including Kubernetes, Jira, Bitbucket, and Confluence.
  • Analyze system performance, conduct root cause analysis, and recommend architectural changes or optimizations to ensure operational efficiency and system resilience.
  • Assist in the selection and evaluation of emerging technologies for cloud migration, data warehousing, and enterprise integration initiatives.
  • Provide technical documentation, including architecture decision records, system specifications, regression test frameworks, and system-level validation artifacts.
  • Participate in Agile sprint planning, backlog grooming, and technical design reviews with developers, analysts, and project leadership.
  • All other duties as assigned by management.

Skills/Qualifications:

  • Proven experience in enterprise systems engineering and architecture support in federal or hybrid IT environments.
  • Proficient in system modeling tools and architecture frameworks (e.g., DoDAF, TOGAF), with experience developing diagrams, specifications, and design documentation.
  • Strong understanding of database engineering, data architecture, and integration of RDBMS technologies (e.g., Ingres, Oracle, Microsoft SQL Server).
  • Working knowledge of cybersecurity compliance requirements (e.g., STIGs, NIST 800-53, DHS 4300A) and system hardening best practices.
  • Experience supporting DevSecOps environments with exposure to tools such as Jira, Confluence, Bitbucket, and Kubernetes.
  • Familiarity with cloud platforms (AWS or Azure) and hybrid deployment architectures.

Education/Experience Requirements:

  • Bachelor's or Associate's degree in Computer Science, Math, Information Technology, Engineering, or related field. Two (2) years of directly relevant experience may substitute for one (1) year of formal education.
  • Minimum of two (2) years of experience with Ingres relational database software, SQL, Microsoft SQL Server, and Oracle relational database software.
  • Minimum of two (2) years of experience with Procedure Language/SQL and stored procedures and triggers.
  • Minimum of two (2) years of experience in a System Modeling Tool.
  • Minimum of two (2) years of experience with Kubernetes, Jira, Confluence, and Bitbucket.
  • Experience supporting mission systems within DHS or DoD environments preferred.

Clearance:

  • U.S. citizenship required
  • Must have or be eligible to obtain a Position of Public Trust or DoD Secret Clearance.

Certification Requirement

  • CompTIA Security+
  • Additional certifications (Network+, AWS Certified Cloud Practitioner, Microsoft Azure Fundamentals, ITIL Foundation, TOGAF, Zachman, or other architecture certifications) are a plus.
