Primary Description of Work |
This position serves in a key leadership role and the Assistant Controller performs a variety of duties within financial services to ensure compliance with policies, procedures and applicable laws. |

Description of Responsibilities and Duties |
The primary purpose of the University Assistant Controller is to provide exceptional service to the campus community by developing and maintaining a highly motivated and competent staff and by coordinating the automated and manual financial systems which provide essential services to the University.
The University Assistant Controller is responsible for coordinating the multiple interrelated automated financial systems such as the Banner Finance system, and the Chrome River Travel system.
This position reports directly to the Controller and is responsible for providing timely, accurate, and complete financial data for State, Federal, and University level reporting. The Assistant Controller works collaboratively with the Controller by discussing proposed changes to ensure their successful implementation, and by proactively communicating important financial related information and updates. This position is expected to demonstrate a commitment to excellence, service, and a willingness to assist as needed.
This position serves in a key leadership role and performs a variety of duties, including but not limited to maintaining business process documents for the payroll, accounts payable, travel and tax units, and maintaining and applying extensive knowledge (and demonstrating commitment to continuous learning, self-awareness, and performance) in the following areas:
* Generally accepted accounting principles and reporting relevant to accounts payable, travel, payroll and tax operations.
* Finance-related technologies, including our
ERP System (Banner), tax software (Sprintax), Microsoft Office Products, and reporting tools (Argos).
* Accounts Payable/Travel processes, Payroll and tax processes, internal controls, and governing requirements, including
UNC system Business Process Standards. Ensure that accounts payable, payroll and tax-affected transactions are timely, accurate, and in compliance with laws, standards, and institutional policies.
* Tax law, including regulations related to nonresident aliens, independent contractors/employees,
UBIT, other fringe benets, withholding requirements, and reporting requirements for payees of the University.
* Interprets and applies accounting theory and tax knowledge to prepare tax returns and other regulatory reports.
* Works closely with outside tax consultants to ensure the university is filing in all applicable jurisdictions; minimizes tax liabilities whenever possible.
* Conducts research and tracks tax-related legislative changes the may impact the university.
* Collaborates with relevant campus departments to determine the appropriate procedures to ensure compliance with applicable federal, state, and local tax laws.
Other- Provides assistance and support to other organizational units within the Department of the Controller as needed. Perform other duties as assigned by the Controller.
This position is responsible for the direct management of the accounts payable, travel, payroll and tax units independently of direct supervision.
Maintains an effective organizational structure for the accounting area to provide growth, development, and training for staff members, to best utilize their knowledge and abilities.
Works with staff members to discuss operational opportunities for improvement, regulatory requirements, and other matters.
Proactively works to resolve any personnel issues in and among the staff to ensure proper staff performance, to minimize impact on operational effectiveness, and to maximize staff morale.
Responsible for conducting performance evaluations of staff members with a direct reporting line and monitoring the performance evaluation process of all accounting staff members.
Oversees the recruitment, development, and retention of motivated, professional, and competent staff. |
Minimum Qualifications |
Mid- to late-career with Masters and 2-4 yrs experience; Bachelors and 3-5 yrs experience |
Preferred Qualifications |
Seven years of related experience is preferred. Bachelor's degree in accounting, finance, or related field is required. Master's degree in accounting or business administration is preferred.
CPA Certification is preferred. |

Competencies, Knowledge, Skills and Abilities Required in this Position
* Extensive knowledge of Generally Accepted Accounting Principles (
GAAP), governmental accounting and internal control methods and related laws, rules, and regulations.
* Strong communication and the ability to problem-solve.
* Knowledge of or ability to learn quickly the financial structure and financial procedures of
UNCSA.
* Statistical and mathematical analysis and presentation of data;
* Advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems. Knowledge of the Banner Finance system is highly desirable.
* Demonstrated competence in understanding, interpreting, and communicating procedures, policies, information, ideas, and instructions.
* Ability to research authoritative literature, formulate conclusions and recommend implementations required.
* Ability to communicate with an ethnically and culturally diverse campus community.
* Ability to work both independently and in a close knit team environment.
* Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. |
